The Study On Industrial Transfer Under The Coordinated Development Of Beijing,Tianjin And Hebei

Under the background of state promoting new urbanization,economic transformation and upgrading,deepening the reform comprehensively,the coordinated development of Beijing-Tianjin-Hebei rose to a national major development strategy in 2014.As the most dynamic economic area in north China,the Beijing-Tianjin-Hebei region's geographical position is superior,through regional coordinated development,integration of resources,leading industrial upgrading with innovation,it will stimulate the potential energy,improve the competitiveness of Beijing-Tianjin-Hebei in the country and the world,truly become China's third pole economic growth.From the top design to the specific implementation,the coordinated development of Beijing-Tianjin-Hebei has made some periodical progress in recent three years,such as some breakthroughs in relief the non-capital function of Beijing,the integration of transportation,environmental protection,industrial upgrading and transfer.Resource endowments are quite different in the three regions,and industries are complementary.How to play features through industrial transfer,strengthen regional division of labor and industry specialization level,reduce the unordered and repeated industrial competition and achieve industrial and economic benefit has become the focus of the coordinated development study.This paper starts with the strategic background of the coordinated development of Beijing-Tianjin-Hebei,and studies the related problems of industrial transfer.Based on the theory of regional economic development and the theory of industrial transfer,this paper explores the motivation and mechanism of industrial transfer.This paper analyzes the differences in economic development level and industrial structure between the three regions,and recognizes the current situation and characteristics of the development,and reveals the existence of the industrial gradient.At the same time,with the industrial structure similarity index,regional division index and industrial location quotient,the essay measures the degree of regional division of labor and industry specialization level,obtains local dominant industries,demonstrates the feasibility of industrial transfer and the theoretical emphasis on industrial transfer.At present,industrial transfer has made certain achievements in the region.As the main undertaking region,Hebei brings in great opportunities for development,introduces a large number of capital projects in various industrial parks.However,there are also some problems in promoting the industrial transfer to be solved.Obstacles of institutional mechanisms have not yet been broken,the degree of free flow of elements and the efficiency of market allocation are not high,and the benefit sharing mechanism is not perfect.Learning the experience from advanced regions both in domestic and foreign regions such as Yangtze River Delta,Pearl River Delta,Tokyo metropolitan area and New York metropolitan area,the author puts forward relevant suggestions and countermeasures for solving the problems in coordinated development and industrial transfer of Beijing-Tianjin-Hebei region.The key points are to make clear the location of the industries,the integration of the industrial chain,break the administrative barriers,promote the rational flow of factors inter-regionally,and promote the cluster development of industries through taking industrial parks as the carrier.
