With the wide application of the BOT financing mode and EPC general contracting mode in our country,the "BOT + EPC" compound mode has bocome a key trend of highway construction in recent years,such as chongqing "new thousand kilometers" plan,nearly eighty percent of the project adopt the "BOT + EPC mode."BOT + EPC mode not only reduced the government's financial pressure greatly,also liberate the government from the traditional construction management mode to make full use of administrative functions and social idle capital.In the practice of the highway with "BOT + EPC" mode in our country,due to the different relationship between participants produced different project organization mode.The problem that the highway project practitioners and theory researchers concern about is what is the effect of different patterns of project organization on the project implementation and the aim of the project.Based on the background,the paper study the comparison of highway project organization model in "BOT + EPC" mode,and expect to provide the reference in practice of highway construction with "BOT + EPC mode in our country.First,on the basis of combing relevant literature research,this paper analyzes the five relations within the highway project organization in "BOT + EPC" model guided by project organization theory and "BOT + EPC" model theory.And the "BOT + EPC" model of highway project organization is divided into the market organization model,the bureaucratic organization model,market-bureaucratic hybrid organization mode on the basis of different relationships between the project company and general contractor,general contractor and construction subcontractors,and analyze different organization models from the organization system,organizational behavior,organizational culture,organizational environment.Secondly,this paper compares with the transaction costs of different organization modes combining the theory of transaction cost,analyzes the influence factors and mechanism of "BOT + EPC" highway project organization mode,establishes the evaluation index system of "BOT + EPC" highway project organization mode,analyzes the relationship of influence factors,constructs the evaluation model of analytic network process(ANP).Finally,the network evaluation model is used to analyze the actual cases.Through the qualitative analysis and practical application analysis,it is concluded that the marketized organizational model is the best goal for realizing the investment side of the expressway construction stage.
