The Research On The Financial Expenditure Efficiency Of County-level Basic Public Service In Fujian Province

With the burgeoning development of economy in Fujian province,the scale of fiscal expenditure in Fujian province had been correlatively increased during the same period.Attribute to such huge devotion in fiscal expenditure,economic construction and social development have a sound foundation.But what can not be ignored is that the public services in Fujian still low level of development,lack of coverage and have other issues,which can not satisfy the increasing needs of people.Based on this,this paper starts from the rationality of the structure of public expenditure in Fujian Province and the efficiency of capital use,then studies the efficiency of the basic public service financial expenditure in local governments and puts forward relevant suggestions.This paper is divided into six chapters: The first chapter is the introduction,analyzing the research significance and research purpose of this paper,the main research contents,and research methods of this article;the second chapter is the literature review,combing domestic and foreign scholars on basic public service and the efficiency of the basic public service fiscal expenditure;the third chapter calculates the basic pubic service index by constructing the basic public service index system;The fourth chapter uses the basic public service index of the third chaper as the output variable,and uses the the DEA-Malmquist index method to calculate the efficiency of the basic public service financial expenditure.The fifth chapter takes the basic public service fiscal expenditure efficiency in the fourth chapter as the explanatory variable,constructs the empirical model which affects it,the analyzes the influence of the six explanatory variables on it.In the sixth chapter,the author puts forward some suggestions to promote the efficiency of the basic public service finance expenditure in Fujian province.The key conclusions of this paper are as follows: Firstly,according to the basic public service index,the basic public service level of Fujian Province in 2014 is not high,but the trend is rising in recent years.Secondly,from the efficiency of the basic public service financial expenditure,the comprehensive efficiency of the counties in Fujian Province in 2014 showed a "group" contiguous distribution,the province's comprehensive efficiency of the average is relatively low,there is only Longhai City that the average factor productivity index greater than 1.Lastly,in terms of the factors influencing the efficiency of the basic public service fiscal expenditure,the financial autonomy and the regional economic growth show a significant positive effect;the government scale shows a significant negative impact;the governmentmanagement cost,population density regression coefficient is positive but it is not statistically significant;the educational level has a negative effect on it but it is not significant.
