Research Of China's Urban And Rural Equal In Basic Public Services Fiscal Expenditure

Since 2005, when the party's 16 session of fifth plenary session proposed "equalization of public service reform proposition," the central government developed a series of policies to adjust the structure of urban and rural public service supply and promote the equalization of public service between urban and rural areas.To carry out these policies,the government mainly change fiscal spending.But whether these changes in policy or fiscal spending effectively improve the level of the national and provincial urban and rural public equalization still remains to be seen. In this paper, by constructing the urban and rural basic public services equalization level evaluation and its fiscal expenditure efficiency evaluation index system, and using two step principal component method and DEA method, we measure the country's 30 provinces level of equal basic public services between urban and rural areas and the efficiency of fiscal expenditure.It shows that the overall level of the country's urban and rural equalization of public service level and efficiency of fiscal expenditure increases steadily. Speaking of the level of basic public services between urban and rural areas, it's index is high index for Shanghai, Hainan, Gansu and Guangxi, and low for Hunan, Beijing, Qinghai and Anhui. Speaking of equal basic public services between urban and rural development model, most provinces belongs to the high level and high efficiency and low level and low efficiency.
