Research On Adaptive Development Strategy Of Distribution Network Of Power Grid Corp Under The New Electric Market Reform

In March 2015,the important reform initiatives“open the incremental distribution services” of the electric power system reform document means that the power generating enterprises and other social capital are legalled to participate in the power distribution and sale business competition,which will break the current situation.Power Grid Corp will not be the only subject in power market.Although the new electric power reform has brought extensively impact on power industry,it needs to be awared that the aim of the reform is to improve the overall efficiency of power industry and construct a green,low-carbon and energy-saving power system.Thus,the new reform is not only a challenge but also an opportunity for Power Grid Corp.Research the reform and market background and explore the adaptive development strategy of distribution network pragmatically is the key issuse for Power Grid Corp to enhance its overall service level.Centring on the adaptive development strategy problem about distribution network,this paper adopts “general background research-module subject research-overview of development strategies” as the research framework.The main research method and research contents are as follows: firstly,based on the interpretation of the related electricity reform policies,summarizes four influences that the new situation has on the distribution network development of Power Grid Corp,analysis the problems and challenges about distribution network planning,construction and operation faced by the enterprise,and points out the key development requirements of distribution network in the future.Secondly,this paper discusss investment decision,planning and operation problems in three chapters: 1)Based on current situation and problem analysis of distribution investment decision mode,the paper proposes a distribution network investment decision process of “investment scale analysis,market information explore,projet evaluation and decision-making,and investment mode”.2)The paper analyzes the technical and economic effects of distributed power demand response and energy storage configuration on distribution network planning,and clear the important development trend of distribution network planning.3)Combined with the different modes of distribution investment decision,this paper analyzes two strategies of “key operation mode” and “non key operation mode”,and probes into the key operation mode's business model and profit model.Finally,based on all the previous studies,this paper puts forward scientific and targeted development strategies of distributed network investment,planning,construction and operation.The paper has obtained the following innovative achievement: designed distribution network investment optimization management mechanism which ensures the maximum profits of Power Grid Corp and realizes the optimal allocation of power system resourc;analyzed the technical and economic effects of large scale distributed generation and the power system's bilateral interaction development on the distribution network planning,demonstrated the trend of distribution network planning under the new electricity reform;put forward a full range of adaptive development strategies include distribution network planning,construction and operation.Through this research,Power Grid Corp can fully grasp the internal and external enviroment for development,and propose scientific and correct adaptive deveopment strategies of distribution network.As we can see,this research guanrantee the enterprise avoid weakness and have a strong market competitveness under varieties of uncertain factors' influence.Ultimately realize the healthy development of distribution network industry with a certain benefit level and the optimal allocation of resource in power system.
