Application Research Of PPP Mode In Urban Environmental Protection Infrastructure Construction

With the rapid development of China's economy,the process of urbanization is speeding up,more and more people and enterprises are pouring into the city,which leads to serious environmental pollution.It is extremely urgent to reduce urban environmental pollution and improve the living environment of residents.The main way to improve the urban environment is to build the city environmental protection infrastructure with sufficient quantity and good quality.However,due to lack of funds and backward technology,makes it very important to explore a new way of urban environmental protection infrastructure construction.This paper attempts to apply PPP model to the city environmental protection infrastructure construction,through cooperation between government departments and private investors,give full play to the government departments and private investors,make the city environmental protection infrastructure more efficient.Based on lots of literatures,this paper firstly summarized the theory,explains the concept and nature of city environmental protection infrastructure,but also the basic content of the PPP model,game theory and real option theory are described.Then,from the two aspects of theory and reality,using the method of game theory,this paper demonstrates the necessity and feasibility of introducing PPP model into the construction of urban environmental protection infrastructure.Then,it summarizes the operation flow and organization setting of the city environmental protection infrastructure project under the PPP model,and makes a research on concession period decision and concession price.Next,through the introduction of cooperative game theory and Shapley value,the distribution model of urban environmental infrastructure projects in PPP mode is established.Finally,it is the conclusion and prospect of this paper.It is expected that the research of this paper can find a new way to solve the problem of urban environmental protection infrastructure construction,improve the urban environment,build a resource-saving and environment-friendly society in china.
