As a very important activity for engineering construction companies,the cost and quality of procurement have decisive impacts on the construction cost and quality of the project.The optimization of procurement process can not only reduce the project cost,improve enterprise benefit,but also can promote the engineering quality,improve enterprise operation mode and promote enterprises to realize the transformation of the expansion of quantity to quality.Facing the increasingly fierce competition in the construction industry,it is imperative to optimize the procurement process.The purchasing process optimization based on BPM,which aimed at improving the process persistently,systematically and comprehensively,can ultimately achieve the ultimate goal of improving the level of enterprise management.In this paper,the engineering construction enterprise Huiteng company as an example to carry out research procurement process optimization.The research is mainly divided into four parts: the first part,through reading a large number of literatures,this paper combs the domestic and overseas research achievement of the BMP idea and the purchasing process optimization,and deeply studies and analyzes the methods of process diagnosis and optimization,which lays the foundation for the later research of optimization scheme.The second part,based on analysis of characteristics of procurement activities in the engineering construction industry of the Huiteng company,this paper analyzes the existing problems in combination with the current situation of procurement,and finally concludes the problems into two categories: inadequate controls and inefficiency.The third part,according to the induced problems,the paper points out the key points of the procurement process,and makes an in-depth study on the procurement model,supplier management,inventory management and so on.As to the optimization of procurement mode,this paper introduces a combining ways of centralized procurement of class A materials and decentralized procurement of class B and C materials based on material classification,and implements differentiated approval procedures to different materials,which can not only strengthen the group control and save the cost,but also simplify the complicated approval process and improve efficiency to make purchasing model more flexible.As to the optimization of supplier management,to change the company's disorderly management of suppliers,this paper establishes a standardized supplier selection and evaluation system,and builds a supplier process assessment,integral upgrade and exit mechanism to form its full range of dynamic management,which not only standardize and systematize the original chaotic supplier management,but also make a deliverance to the purchasing staff from the repetitive work of supplier selection and price comparison.As to the optimization of inventory management,the establishment of the inventory management model based on JIT and VMI can meet production needs and reduce the waste of inventory at the same time,which minimizes the inventory and saves the cost for the enterprise.This paper in-depth analyzes the procurement process optimization program from these three aspects,to truly realize the bi-directional promotion of control and efficiency.The fourth part,from five aspects to provide guarantee for the implementation of the procurement process optimization: the establishment of process optimization team,the organization optimization from linear function system to matrix system,the linkage adjustment of the post and duty and the process,the construction of the information platform and the dynamic maintenance of the process system,which eventually form a "process-organizationpost-responsibility-mechanism-information system" six-in-one linkage system.These full range of system improvement and continuous improvement of the procurement process based on BPM can truly realize the standardized and systematized management objectives to the company's procurement activities.
