Energy is the pillar of the national economic development,which is directly related to national security.China will establish the energy supply system which has a complete structure gradually.In the energy supply system,the centralized power is the main supply,and the distributed energy is auxiliary supply.The new electricity reform program proposes full liberalization of the user side of distributed generation market.However,there are still many problems in the development of China's distributed generation,such as lack of integrated planning system and standardized operation of grid-connected,the lack of a unified pricing mechanism,the lack of advanced technology and R&D institutions,and the lack of the scientific investment and profit distribution scheme etc.Especially in the next ten to twenty years,distributed generation installed capacity will increase substantially in China.So there is a pressing need to solve such problems.And introducing the new mechanism of energy performance contracting is more conducive to the implementation of the national policy of energy conservation and emissions reduction.Improve the economic benefits of energy power enterprises and energy efficiency of our country effectively.And achieve the sustainable development of the electric power market.Firstly,we analyze the present situation of the distributed generation development in China and abroad.The western countries have gained experience in the development of distributed generation by virtue of the financial and technical advantages.And the mechanism as the bottleneck of the development of distributed generation in China is analyzed.Secondly,we analyze the feasibility of distributed generation construction using the energy performance contracting,including the implementation of the construction of distributed generation infrastructure,energy management and efficiency benefit sharing energy,calculation of energy saving and mature distributed generation technology and other aspects of the protection.Then through the analysis of the game between energy service companies,energy saving customers and investment institutions,we build the model of benefit allocation based on cooperative game theory.We carry on the positive exploration to solve the problems of distributed generation of the interests of the participants,through empirical research,and prove the feasibility and effectiveness of the model.Finally,based on the model,we propose the corresponding mechanism of distributed generation using energy performance contracting,including the operation and management mechanism,the restraint and incentive mechanism,the grid-connected mechanism,the guarantee mechanism.This paper mainly studies the result based on the cooperative game theory and comprehensive evaluation method.The final conclusion is about the cooperation mechanism and promoting the sustainable development of China's construction of distributed generation in the new way of energy performance contracting.The study has important practical value to improve energy efficiency and optimize the energy supply system in China.
