Study On The Land Circulation And Its Role In The Development Of Agriculture In Luzhai County

This paper focuses on the research on land circulation in agricultural development in Luzhai County,analyzes the current situation of land circulation in Luzhai County,analyzes the current situation of land circulation in Luzhai County,the role of in land development,the factors that restrict land circulation,summarizes and analyzes the difficulties in land circulation,in order to put forward scientific and rational development countermeasures for land circulation and agricultural development in Luzhai County.The survey shows that the land circulation in Luzhai County is developing rapidly.In 2016,the land circulation of the county is 34945.26 hectares,accounting for 12.89%of the county’s agricultural land area.In the fruit industry,vegetable industry,silkworm industry,grain industry land transfer area of 10678.76 hectares,8743.42 hectares,1265.49 hectares,4259.13 hectares,showing a speed up,the scale of the situation increased steadily.Established leading enterprises 36,86 family farms,102 professional cooperatives.Through the land transfer 5 agricultural demonstration areas were built.Luzhai County soil circulation scale is stable,diversification of the form and other characteristics in modern agricultural development of new agricultural management has been good in promoting the main.In-depth study found that the constraints of land transfer factors are human factors,price factors,service factors,social security factors.Meanwhile,the land transfer in Luzhai County is also facing the conditions of peasants ’ qualities are uneven and legal consciousness is weak,the comparative benefit of agricultural products is not obvious,the legal status of farmers’ land transfer is distempered and mismatch between land transfer in reality,the quantity and quality of agricultural farmland resources are both decreasing,the land circulation trading platform is lacking etc.The countermeasures are:one is to adhere to the land circulation law,farmers’ voluntary,reasonable compensation as the basic principle.The second is to strengthen the conduct propaganda of land circulation policy,training men for profession and establishment of service information system.Regulate the operation mechanism of farmer cooperatives,organize the cultivation and development of family farms,adhere to the implementation of the land circulation policy,establish the social security system,increase the land circulation scale production,popularize and apply the advanced and applicable effectiveness agricultural technology.
