Resesrch On The Welfare Changes Of Farmers In Different Incomes Levels After Centralized Living

The fifth Plenary Session of the Eighteenth Central Committee of the Communist Party of China put forward that the "13th Five-Year Plan" period is a stage of success in the well-off society.Henan Province is an important economic province,but the urbanization rate is low and the poverty population is more,especially the " Beach " and other poor areas of development is not balanced,inconsistent situation is particularly prominent.In recent years,Henan Province in the construction of urbanization in a lot of practice,carried out a beautiful rural construction,new rural community construction and other exploration,farmers focus on living model not only solve the problem of rural population hollowing,but also to promote the intensive use of land resources,To ease the rapid urbanization process in the land constraints,improve the efficiency of rural public goods investment.Therefore,it is necessary to study the change of farmer welfare situation after concentration,summarize the previous exploration experience and avoid potential problems,and it is necessary in the current poverty alleviation and development.In this paper,we selected four districts in Henan Province,it contains Fengqiu County Lizhuang community,and Wangcun community,Longyuan community,Binhu community of Pingyuan New District(which were merged and formed in some villages of the original four townships in Yuanyang County).We selected 200 families as the research object,involving the population of 1125 people.In order to grasp the first-hand data and to understand the most real and most meticulous peasants' concentrated living situation,this paper designed a questionnaire on the change of living conditions before and after the peasants were concentrated,and randomly sampled the four rural communities and obtained the direct interview with the farmers.The real situation,in the exchange,experience the most direct psychological feelings of farmers.And visited the Xinxiang Municipal Party Committee,Xinxiang Human Resources and Social Security Bureau,Xinxiang Statistics Bureau,Fengqiu County Agricultural Office,Plain New District Administrative Committee,Lizhuang Town Government,the original town government,Li Zhuang school,Wangcun primary school,Longyuan primary school,living before and after the communitymanagement committee and other relevant units,and focus on living the actual implementation of the discussion,get a large number of policies introduced background,village changes and other first-hand data.Based on the theory of viability of Amartya Sen,this paper constructs the two subsystems,including the subjective and objective,from the point of view of the focus of the centralized living policy and the most concerned about the peasants' welfare.Family economic status,living security,living conditions,social participation status,community living convenience of the five aspects of the evaluation system of farmers' welfare indicators.By comparing the welfare measures adopted by domestic and foreign scholars,in order to facilitate the comparison between different indicators,the fuzzy mathematics comprehensive evaluation method is adopted to standardize the change of different types of farmer welfare indicators,evaluate the effect of centralized living policy,and raise the level of farmers' welfare Policy recommendations.The study found that the overall welfare level of the peasant households after the concentration of residence increased,and the welfare level of Lizhuang community residents in Fengqiu County increased,and the three community welfare levels of Yuanyang County decreased.Among them,the evaluation value of the concentrated residential area in the original Yangxian County is the main factor that causes the overall welfare level of the concentrated residential area in Yuanyang County to be low in the state of social participation,family economic status and living guarantee level.In terms of living conditions and convenience of community life,the welfare level of the two districts showed an increasing trend.The evaluation indexes of Fengqiu County were better than those of Yuanyang.In terms of community participation status and community life convenience evaluation index,the results of Fengqiu County Obviously better.According to the conclusion of the study,the following suggestions are drawn: First,it is necessary to give priority to living in areas with low income level,poor village environment and strong willingness to build houses.Second,we should arrange a positive employment policy in combination with the actual situation in the local area.The fourth is to focus on living after the effect of tracking,listen to feedback,and constantly improve,but also to improve the quality of life,Good to carry out urbanization.
