Poverty Alleviation Performance Evaluation Based On Fuzzy Comprehensive Evaluation Method

After more than 30 years of practice and exploration,China has made remarkable achievements in poverty reduction.However,with the sustained development of economy and society,the key to anti-poverty has entered a critical stage and deep-water areas,and the characteristics of broad scope,deep degree and various types have gradually become prominent.To further promote poverty reduction,the central government has actively planned its layout.The central government designates centralized contiguous areas,put forward targeted poverty reduction and determined to win the fight against poverty,which shows our determination to build a moderately prosperous society.Local governments have responded positively by formulating and implementing their own poverty alleviation policies.In order to understand the effectiveness of poverty alleviation policies,correctly understand the effectiveness of existing poverty alleviation policies,and improve the accuracy of poverty alleviation policies,poverty alleviation performance evaluation,as an important means of poverty alleviation effectiveness evaluation,is of great importance.The performance evaluation of poverty alleviation is of great practical significance for identifying the effect and policy accuracy of poverty alleviation,and promoting the process of poverty alleviation,and better promoting poverty alleviation of poverty-stricken areas and their populations.Based on the characteristics of poverty alleviation performance evaluation,and based on anti-poverty theory,anti-poverty practice and relevant scholars' research,and combined with the existing research experience and correlation analysis,three dimensions of poverty alleviation performance evaluation were preliminarily determined,namely,the level of food and clothing,the level of social development and the level of economic development,above all,this paper selects the fuzzy comprehensive evaluation method to build a poverty alleviation performance evaluation index system.Finally,this paper selects 85poverty-stricken counties in contiguous poverty-stricken areas of Yunnan province as the research objects,and evaluates the poverty alleviation performance of this region with the index system obtained above.This paper made a comprehensive evaluation of the overall poverty alleviation performance of the contiguous poverty-stricken areas and theirsubordinate areas in Yunnan province from 2010 to 2016,and according to the principle of maximum membership,the performance level of targeted poverty alleviation was judged,then,the differences in poverty alleviation performance of 85 counties in contiguous poverty-stricken areas in Yunnan province in 2016 were compared and analyzed,and the overall performance level was determined.At the same time,according to the spatial distribution map of counties,the spatial distribution of poverty alleviation performance of each county was obtained.Through fuzzy comprehensive evaluation of the contiguous poverty-stricken areas in Yunnan province,the poverty alleviation performance of 85poverty-stricken counties was ranked.This paper draws the following conclusions:(1)From2010 to 2016,the overall poverty alleviation performance of the contiguous poverty-stricken areas in Yunnan province showed a trend of continuous and slow increase,and the overall poverty alleviation performance evaluation level of the contiguous poverty-stricken areas in Yunnan province changed from very poor to relatively poor.Meanwhile,the comprehensive poverty alleviation performance of the four contiguous poverty-stricken areas in Yunnan province showed a trend consistent with the general trend,namely continuous and slow increase.(2)The poverty alleviation performance in all dimensions of the contiguous poverty-stricken areas in Yunnan province is not ideal,but there are differences.The poverty alleviation performance in the dimension of food and clothing level is average,while the poverty alleviation performance in the dimension of social development and economic development level is poor.(3)According to the variation range of poverty alleviation performance in various dimensions,the poverty alleviation performance of four contiguous poverty-stricken areas from 2010 to 2016 was divided into three categories,namely,the overall improvement,the partial improvement of economic development stagnation and the partial improvement of social development stagnation.Among them,the mountainous areas along the western Yunnan border and the Wumeng mountain area in Yunnan province belong to the comprehensive promotion type,the Tibetan areas in the four provinces of Yunnan province belong to the partial promotion of economic development stagnation type,and the rocky desertification areas in Yunnan belong to the partial promotion of social developmentstagnation type.(4)In 2016,the performance of poverty alleviation in the urban areas of contiguous poverty-stricken counties in Yunnan province was significantly different.Generally speaking,the poverty alleviation performance in the urban areas of contiguous poverty-stricken counties in Yunnan province showed a good spatial distribution,and the poverty alleviation performance in the central and marginal areas was generally distributed.This paper holds that the overall poverty alleviation performance of the contiguous poverty-stricken areas in Yunnan province is poor and the poverty alleviation performance in all dimensions is not ideal.Accordingly,put forward the following referenced policy proposal.(1)We will innovate the model of poverty alleviation in rural areas and help rural areas shake off poverty.Through developing characteristic agriculture according to local conditions,innovating the mode of industrial integration and poverty alleviation,and cultivating new forms of rural industry,we can help rural areas to get rid of poverty.(2)improve the public service system and improve the level of social development.By increasing investment in education,medical care and old-age care,we will improve the old-age insurance and the minimum standard of living security system,gradually realize the full coverage of old-age insurance and the old-age insurance system in both urban and rural areas,and promote substantial progress in social development.(3)formulate differentiated poverty alleviation policies to achieve coordinated regional development.In combination with geographical location,natural conditions and resource endowment of different counties in the region,differentiated poverty alleviation policies should be formulated and implemented in different counties to realize diversified and coordinated development of different counties.
