Effects Of Capacity Development In The Poverty Alleviation

The poverty problem has long been a focus of the world, which is also an important bottleneck to restrict the economic development of all countries.In the underdeveloped areas of western china, the poverty problem is especially conspicuous. Pingxiang is one of the typical areas of the poverty alleviation work in China which is minority concentrated and relatively poor natural conditions border area in Guangxi province. It has certain theoretical and practical significance that this article analyzes poverty problem of Pingxiang city from a new perspective, when the poverty alleviation work of China entered a new stage in recent years.Firstly, the causes of poverty in Pingxiang city are re-understanding and analysis according to "capability poverty" theory of Amartya Sen on the basis of field investigation of the existing poverty and supporting policies of Pingxiang city. And then in combination with poverty alleviation policy of our country and its development course, the author discussed the poverty alleviation work the history, measures, achievements and problems of poverty alleviation of Pingxiang city. Then the author studied the limitation of traditional way of poverty alleviation, and proposed the concept of "ability development" according to the theory of Amartya Sen, the strategy of ability development for poverty alleviation is builded in the Case of Pingxiang city. Finally, based on "ability development" strategy for poverty alleviation mode and combined with the actual conditions of the local poverty alleviation work problems in this article, the author gives poverty alleviation policy suggestions in the future. Research of this paper provides a new perspective to find the real reasons behind poverty, and hopes to play a positive role to the poverty problem of Pingxiang.
