With the growth of highway construction in China, the development of economy and the rapid increase of traffic volume caused by the increase of vehicle in recent years, coupled with the design of early expressway, there are some shortcomings in the construction. Into the overhaul peak, and with the passage of time, the highway mileage is growing, the road network is also constantly improving, highway projects will be less and less new projects, highway overhaul works will continue to increase. However, there are many problems in the process of overhaul of expressway. The three super phenomena is prevalent, and how to effectively control the highway investment becomes the hotspot of research. Based on the whole process investment management theory as the core idea and the process and method of expressway investment control, this paper studies the specific investment control methods and achievements of the project from the beginning of the construction decision stage to the completion of the project construction. Analysis and construction of the whole process of construction of high-speed construction of the owners of the main investment control system for the owners to better carry out highway overhaul project investment control provides support,the main research results are:(1) Analyze the main factors influencing investment in the decision-making stage of expressway overhaul, and put forward the main measures of controlling investment in the decision-making stage of expressway overhaul in combination with the actual situation of overhaul project of Lei Yi Expressway.In the highway investment decision-making stage, the main factors affecting the project cost are divided into three categories,namely: the rationality of project size, project construction standards, engineering and technical programs and the selection of major equipment. In the full study of the route program, on the basis of ensuring the construction of standards and construction quality, owners conduct the feasibility study of the project. The project carries out 100 km / h of the expressway speed standard for overhaul process, and the design standard is the secondary service level. In accordance with the specific planning and construction standards of the project, the investment estimates 1867.26 million yuan in Lei Yi expressway overhaul project, the average cost of 13.79 million yuan per kilometer.(2) Analyze the main factors influencing the investment in the design stage of expressway overhaul, and put forward the main measures to control the investment in the design of expressway overhaul stage in combination with the actual situation of the overhaul project of Lei Yi Expressway.The main factors influencing the investment in the design stage of the highway overhaul project are the choice of the design of the roadbed, the protection engineering and the facilities along the route, the investment control method is designed according to the concept of limit design. The design of the road widening project based on the improved value engineering has better economic effect. In the vertical plane of the route, the thickness of the new pavement, the settlement of the roadbed, the cross-bridge and the structure clearance are taken into account.The special subgrade is designed according to the cause of the accidents, the central separation zone adopts the cap concrete heightening scheme and take into the engineering quantity. For the poor road conditions which are flood threat sections and better road conditions sections, we use different asphalt treatment program. Combined with the material price and the standard of rate of the relevant provisions and the initial design of the project, the expressway total budget of 1798.18 million yuan, the average cost of 13.28 million yuan per kilometer, compared with the feasibility study investment it has cut back by 3.7%.(3) Analyze the main factors influencing the investment in the construction of the expressway overhaul stage, and discuss the actual situation of the overhaul project of Lei Yi Expressway from the aspects of organization, economy and technology. Finally, the corresponding investment control effect is obtained.The main factors influencing the investment in the construction stage of the expressway overhaul project are engineering quantity measurement, design change process, etc. The main measures for cost control are the use of the bill of quantities and the strict control of the price of the tender. In the construction organization process,the project department use Earned Value Analysis method to control the project cost and duration, while improve the approval procedures of the engineering design changes to strengthen the design change management. In the completion report, the results of the investment are summarized, the actual project completed investment is 1720.86 million yuan, saving investment about 77.32 million yuan,saving 4.3% per kilometer compared with budget, the actual effect is obvious.
