Research On The Problem Of Balancing Urban And Rural Development In Henan Province Under The Vision Of Marxism

The urban-rural dual system has caused the imbalance of urban and rural development in our country,causing the problem of agriculture,rural areas and farmers.The problem of agriculture,rural areas and farmers is the pain of completing the building of a moderately prosperous society in China,and solving this problem is an important part of achieving the great rejuvenation of the Chinese nation.The report of the 18 th Party Congress pointed out that the integration of urban and rural development is the fundamental way to solve the problem of agriculture,rural areas and farmers.We should better balance urban and rural development,clear the urban-rural dual system,reverse the imbalance between urban and rural development,promote the prosperity of the village,protect the rural areas to keep up with the pace of modernization,and achieve the coordinated development of rural and urban areas.Henan province is the most populous and largest agricultural province in China,with the serious problem of agriculture,rural areas and farmers and large gap between urban and rural areas.Realizing the goal of completing the building of a moderately prosperous society in all respects by 2020 is an arduous task in Henan province.So the situation in Henan Province is representative.This paper,guided by the Marxist theory of urban-rural relations,combining with foreign classic theory of urban and rural development,collating and analyzing the theory and practice of urban and rural development with Chinese characteristics,uses the methods of normative analysis,literature research and empirical analysis to carry out the study of balancing urban and rural development in Henan province and provides some suggestions for the integration of urban and rural development in Henan province.The first part of paper introduces the research background,research purposes and significance,reviews the domestic and foreign literature reviews of urban-rural relationship theory,and points out the research contents and methods and the innovation and deficiency.In the second part,firstly,the paper explains the concept of urban-rural relations and balancing urban and rural development,then the paper analyzes the foreign classical theory of urban-rural relationship,Marxism-leninism theory of urban-rural relationship,and the practice and development of the theory on urban and rural harmonious development by all the party's leadership core,then the guiding significance of related theory is analyzed.The third part briefly reviews the development process of urban and rural areas in Henan province,and summarizes the current situation of urban and rural harmonious development in Henan province,analyzes the significance of Henan province's urban and rural harmonious development,and points out the problems existing in the process of urban and rural harmonious development in Henan province from the aspects of economy,culture and society,such as the low efficiency of urbanization,the large income gap between urban and rural residents,the low level of agricultural modernization,the lagging of rural financial services,the dual household registration system and the unequal land rights,etc.The fourth part puts forward the measures to solve the problems in the process of urban and rural harmonious development in Henan province from different angles: relying on the strategy of Zhongyuan Economic Zone to promote the new urbanization;supporting the construction of small towns;improving the development manner of agriculture,and promoting agricultural modernization;rationally planning the layout of urban and rural industry;promoting agricultural development with industrialization and informatization;improving rural financial business;vigorously supporting rural vocational education;increasing support for rural basic education;deepening the reform of household registration system;deepening the reform of land system,giving farmers more property rights;unifying the management of the main body and standards,and gradually docking urban and rural social security;encouraging farmers to start business.
