With the development of science and technology, technology has become the main driving force of society. The high-tech industry has also been rapidly developed. High-tech industry plays the main role in promoting the economic development of China, from now on,the total output value of China has been ranked the first level in worldwide. The development of high-tech industry can not only help solve some problems of China's economic development, but also can further improve the overall economic strength and comprehensive national strength of China. In order to realize the great leap forward development of our country, to ensure that our country is in an invincible position in the fierce international competition, the development level of high-tech industry plays an important role in the current market environment. Therefore,it has become an urgent problem to measure and evaluate the performance and effectiveness of the current R&D and innovation, and to overcome the bottleneck of the development of China's high-tech industries. In this paper,Stochastic Frontier Analysis Model(SFA) and Projection Pursuit Model(PP) are used to assess the innovation efficiency of high-tech industry, analyze the affecting factors of innovation efficiency and propose the suitable suggestion. There are four main parts in this research.The concepts of high-tech industry and innovation efficiency are given. The evaluation methods of innovation efficiency are given. Based on the current situation of high-tech industry, this research analyzes the main problems facing by high-tech industry in China.Data extraction and ground theory are used to define and recognize the affecting factors of innovation efficiency. According to the features of high-tech industry, select and summarize the components. According to the internal conditions of the innovation system and the classification criteria of the external environmental impact factors of the innovation system,from the aspects of input index, output index and affecting factors, the evaluation system of high-tech industry innovation efficiency and affecting factors is built. Combing the Stochastic Frontier Analysis Model(SFA) and Projection Pursuit Model(PP), the 2009-2014 China's 29 provinces,cities and autonomous regions of high-tech industry panel data are selected,using matlab7.0 and Froniter4.1 to measure innovation efficiency and affecting factors. Then the regional innovation efficiency is measured and analyzed respectively in the eastern, central and western regions. Finally, based on the result of empirical analysis, suitable suggestions are given to improve high-industry innovation efficiency.
