In the era of knowledge economy,the implementation of innovation driven development strategy,to adapt to the new normal economic development,technological innovation is the core,high-tech industry is the knowledge,technology,information intensive industry,is the main industry reflects the level of technological innovation,to become increasingly prominent with action of economic growth,vigorously develop the high-tech industry is a strategic choice all countries or regions,to seize the new round of industrial competition.Therefore,the research on the efficiency of technological innovation of high-tech industry and its influencing factors have some policy implications to accelerate the transformation of economic growth mode,to achieve the optimization and upgrading of industry,and to promote the development of regional economy.The industrial agglomeration is the significant location of the high-tech industry,and it is also one of the main forms of the current development of the industry,so the factors of technological innovation efficiency of high-tech industry and its effect,industrial agglomeration is an inevitable starting point.China domestic economic development is not balanced,there is a big gap between the western region region economy,the low level of economic development and technological innovation input and output level is seriously insufficient,the economic gap between regions is expanding constantly,so urgently need to increase efforts to promote the development of new and high technology industries in the western region,to improve the efficiency of industrial technology innovation,through the road reconstruction western traditional industries the development of high-tech industries,to achieve leapfrog economic development in the West.Based on the above research background,this paper takes “empirical research of high tech Industrial Agglomeration in western areas and technology innovation efficiency ”as the research subject.Firstly,based on spatial economics,innovation economics and basic theory,to theoretically analyze high-tech industry cluster causes and approaches of industrial agglomeration affects the efficiency of technological innovation;secondly,selection of industrial agglomeration index and the innovation efficiency of high-tech industry agglomeration method,to analyze the situation of the west,the efficiency of technological innovation level;finally,a regression model is established on the high-tech industry agglomeration and technological innovation efficiency.Through the study of this paper,the conclusion is:First,the high-tech industry comes from the advantage of resource endowment,the localization of tacit knowledge spillovers,the regional brand effect,when the industrial agglomeration reaches a certain level,industrial agglomeration will have an impact on the efficiency of technological innovation through the generalized capital accumulation effect,the knowledge spillover effect and the innovation environment optimization effect.Second,select the regional concentration and location entropy index of high-tech industrial agglomeration in western measure,the Western hi tech industry mainly concentrated in Sichuan,Shaanxi,Chongqing and Guizhou four provinces,the overall agglomeration degree increasing,the province region,Sichuan and Chongqing high tech industrial agglomeration degree gradually increased,and Shaanxi and Guizhou high tech Industrial agglomeration advantages gradually weakened;In consideration of technical inefficiency and random error factors,establish translog form stochastic frontier production model of Western SFA,except Tibet,Qinghai,Xinjiang,to measure other 9 provincial high-tech industry technological innovation level of efficiency,the results show that Ningxia and Inner Mongolia the average efficiency of more than 0.3,the rest of the provinces the average efficiency levels are lower than 0.3,and most of the provincial technological innovation efficiency levels over the years continue to reduce,therefore,technical inefficiency is generally at present state of the western provinces,The high-tech industries in the western provinces have a larger space for efficiency improvement.Third,the establishment of high-tech industrial agglomeration and technological innovation efficiency of Western empirical regression model,using panel unit root,panel cointegration and panel Granger causality to test the relationship between the two interaction for empirical analysis.results show that there are significant Granger causality between high tech Industrial Agglomeration and technological innovation efficiency in western,but this kind of influence,there is a delay,in the short term is not obvious.
