TFT-LCD displays manufacturers are new high-tech industry with high emphasis on technology,and also are human-capital-intensive.The current problems are the poor implementation and administration of safety management,and also unique safety culture has not formed.The traditional safety management system cannot meet the needs of the new process and new operating models in the current intelligent manufacturing situation,through instilling the universally recognized safety value outlook and code of safety conduct,building the positive safety management culture atmosphere,and then achieve the goals of continuous improvement of safety performance and establish a sound and long-term safe production mechanism.This research tries to construct safety culture questionnaires for company's case study,and to find out the management problems according the employees feelings and attitudes of boosting the safety culture.This study uses methodology of literature analysis and questionnaire,through the overall interaction with three levels of safety culture models which include individual mental,behavior and environmental.Using Likert Scale method,referring to HSE security questionnaire measure design,issuing 220 questionnaires of safety culture evaluation,the coefficient of the reliability is 0.756,so this investigation is reliable.Through analyzing the data of the 30-question by Minitab,it can be categorized into five main areas by the subject features: Safety Awareness,Train ing and Strain,Responsibility of the supervisor's,Safety Management,Relationship of quality and safety.These areas are analyzed as factors of statistic analysis in this study.The questionnaire scores represent the employee's quantitative evaluation about safety culture.In general,the total average score is 3.62(Neutral point is 3),which represents the employee's positive reaction to the company's safety performance.The study finds that the most remarkable factor is the strengthening of Training and Strain,so it should be listed as a priority target of improving.Moreover,the employee whose position is higher thinks that safety performance is better.Conversely,employees position is lower think that safety performance is worse.The average evaluation scores of Operators technicians and engineers are lower,so both of these two types of people and outsourcers should need to be much better educated,the company can also lift the safety performance to a new level through improving the safety campaign.The innovation point of this research is that making suggestions about safety culture which includes three levels and five directions,and improving safety management continuously With the help of PDCA Cycle.The most important point about safety management lies in the responsiblity of all levels of the company,.The decision levels should implement safety policy,establish the management mmechanism,make safety environment.The middle-level managers should well define power and responsibility,promoting the a uditing and reward and punishment,work well arranged and staff well trained,basic-level with the right safety attitude,mastering safety knowledge and skill,keeping effective communication.Then start with three levels and five directions which include safety awareness in the light of psychological level,education and training and emergency treatment in the light of environment level,relationship between quality and safety and responsibility of management echelon in the light of behavior level,improve a ll people's safety awareness,prefect safety management regulations,build up safety culture concept and atmosphere,make and realise excellent safety culture,and then achieve the goal of long-term development.
