As social and economic development,labor inevitably from agriculture to non-agriculture,from rural to urban,rural labor transfer is not only upgrading the industrial structure of the country the only way.it is one of the basic guarantees of the construction of the new town,only effective the rural labor force to urban employment and settle in our country's urbanization development strategy can be achieved.However,China has a vast,large differences in regional economic development,regional labor transfer and the urbanization process with distinctive local characteristics,especially in the western underdeveloped ethnic neighborhoods of Labor and Urbanization in the more distinctive characteristics,not only in the labor force The average age of light,fast population growth,metastasis potential,but also showing the urban system is not perfect,the industrial structure is not complete and other issues,the existing industrial system can not effectively absorb surplus rural labor force.On the other hand,since the area of traditional culture,religion and the inhabitants of the impact of education,regional development strategies by regional transfer of rural labor,non-agricultural employment,urban settlers,etc.has its own characteristics,which leads to the area of urban development strategy can not be copied Eastern the successful experience of the region.Tibet Autonomous Region is a typical underdeveloped ethnic areas,mainly in Tibetan residents of the region,both traditional nomadic habits,but also modern urbanization.Because of the unique characteristics of resources and the environment and geopolitical relations,regional economic development and urbanization level has been the focus of international and domestic research.In recent years,with the effective implementation of the policies of central Tibet,the region has made considerable progress in the modern economy,the most typical is the formation of primary economic intensive areas of construction and urban system.In this context,investigate the Tibet Autonomous Region in particular,primary economic intensive areas of non-agricultural rural labor transfer and urban settlement not only can effectively expand the field of rural labor transfer,and can provide the basis for regional urbanization development strategy formulation.Based on this,the theoretical analysis and empirical analysis methods,first discusses the demographic characteristics of the Tibet Autonomous Region,rural labor transfer of rural labor resources and potential;secondly,based on C-D production function analysis of the performance of the regional labor force,on this basis to explore labor Migration on different industries;and thirdly,through field surveys to explore the local labor force in nonagricultural transfer and wishes to settle in the town,combined with regional urban primacy index,rank-size,industry structure deviation degree in accounting,to investigate the relationship between urbanization and labor transfer,and provide the basis for the Tibet Autonomous Region to develop future urban development strategy.The results of this study show that(1)the TAR population growth,population age structure shows a young model,both children and the elderly dependency ratio is very low,with the potential labor force and to settle in the town,but due to the influence of traditional nomadic culture,especially in the rural Urban Agglomeration pastoral labor is not obvious,some rural residents do not want into the city,which is unfavorable regional urbanization system;(2)compared with other eastern provinces,the Tibet Autonomous Region high performance transfer of rural labor,rural labor transfer more conducive to regional economic development;(3)the survey found that the main factor limiting the transfer of local non-agricultural labor force and urban agglomeration is difficult to find the local labor force work in the town that the current capital-intensive industrial development strategy is not conducive to local labor force;(4)the existing urban system construction and urban functional positioning more to consider the production function,over-reliance on central government investment in infrastructure and boost urban development lags behind service-oriented functions,leading to the development of urban system is imperfect,the industrial structure deviation degree,is not conducive to the employment of local labor and rural labor to urban agglomeration,further limiting the sound development of the Tibet Autonomous Region of the urban system.Based on the above analysis,the present study suggests that the future of the Tibet Autonomous Region new urbanization process,we must first solve the problem of rural labor force of urban agglomeration,develop labor-intensive,with traditional cultural characteristics of the industry,to promote the traditional agricultural and pastoral areas ofTibet Autonomous Region Rural Labor stable employment in urban areas;for "a river and three rivers" intensive areas of the economy has begun to take shape,the future of urban development in addition to improving the infrastructure,it is more to be built to education,health care,cultural services,the core of the service-oriented urban system,not only for the Tibet Autonomous Region internal services,and to provide support for countries to achieve"along the way" development strategy.
