Tibet as a national minority autonomous region, because of the bad natural environment, and long-faced the Dalai Lama’s separatist forces, thus its economy have been in a state of underdevelopment. While Tibet is our country’s border areas, respectively, and Myanmar, India and other countries bordering. Therefore, the prosperity and stability of Tibet has very important position to safeguard national security and promoting national unity. However, the Tibet region of about234million rural population (accounting for77.29%of the total population), the huge rural population hindered economic development in Tibet. It has been in the traditional urban-rural dual structure of the state, and urban and rural public a serious imbalance in the allocation of resources, and rural issues contradiction. If you do not deal with these problems and contradictions, separatists and Tibetan separatist elements may take advantage of these and create conflict, and causing a serious national security issues and social issues. It is not conducive to long-term stability in Tibet. Therefore, it is of great practical significance that the rational allocation of resources, weakening gap between the urban and rural development strategy implementation.Firstly, according to the literature findings, and combined with the principles of data collection feasible, we construct a comprehensive urban and rural area of Tibet Regional level evaluation system. The system includes a total of five indicators:economic planning, health planning, life planning, coordination of social security and cultural coordination. Each one contains a number of secondary indicators.In order to accurately understand the actual situation that the level of urban and rural development in Tibet, in this paper,31provinces and autonomous regions in mainland China as research samples. Due to the limited sample size, author choosing gray relational comprehensive evaluation of the evaluation method. The basic principle is that evaluate object can be seen as a sort of sequence. When an optimal sequence is selected, the sample values and optimal sequence are indicating greater, the evaluation objects are better. But unable to determine the weights of gray correlation, this paper uses the objective weighting method entropy method empowerment. Objective weighting method avoids human interference factors on weight, so the weight is completely dependent on the sample data.The evaluation results show that Tibet do better on "Life co-ordination", but still below the national average and followed by "social security co-ordination" and "economic co-ordination" indicators. While these two indicators of "economic co-ordination" and "medical Coordinator" located at the nation’s worst levels. From rural comprehensive overall level of development, the Tibet region ranked the final in all of the sample provinces, and indicating that the difference between urban and rural areas of Tibet is huge and the task of urban and rural development seems arduous and urgent. In addition, the results from the evaluation also found that the more economically backward areas, the lower the level of urban and rural areas, and the greater the difference between urban and rural areas.Based on the evaluation results, we propose recommendations to improve urban and rural areas of Tibet level. First, the Tibetan regional government must determine the objectives and tasks of urban and rural development. In the process of completing these goals and tasks, the government needs to strengthen the functions of the body, but also to give full play to the role of the market mechanism, and only take advantage of a variety of forces, the urban and rural areas in Tibet overall level only possible to achieve leapfrog development. Finally, based on the evaluation results for each level indicator, author put forward suggestions on development issues.In this study, however, there are also some disadvantages, such as the research method, and evaluation method is limited by the sample selection. Followed by the calculation of the weight, defects objective weighting method may also make the conclusions of this study deviation. Due to the special nature of areas and related information’s defects, there are also serious shortages of research content. On the one hand, many countries in the world have made the experience of coordinating urban and rural areas of science, but research in this paper do not learn from the successful experience of these countries, such as the U.S., EU, Japan and other countries. They are support for agricultural prices and directly formulate policies and measures of influencing the development to increase farmers’ income producing, and promoting urban and rural development in regions. On the other hand, many regions and cities in china have been completed or will be completed urban and rural issues in the region, the paper did not draw on the research successes in these areas, such as Shanghai, Zhejiang, Jiangsu, Guangdong and other coastal area’s success experience.
