Surplus Rural Labor Force Transfer Of The Impact Of Economic Integration In Urban And Rural Areas

As an important factor of the urban-rural economic integration, the effective transfer of rural surplus labor has increasingly become a major problem which urgently needs to be solved in development process of urban-rural economic integration. Currently, the economic integration of urban and rural areas includes coordinated development of macro-economy and micro-economy. This paper tries to study all aspects impact of rural surplus labor force transfer in Shaanxi Province on the urban and rural economy and the economic entity, in order to provide policy support to speed up the development of integration urban and rural economy in Shaanxi Province.Based on the status of the transfer of the rural surplus labor and the urban-rural economic integration in Shaanxi Province, this paper gives respectively theoretical and empirical analysis of the impacts of the rural surplus labor transfer on the urban-rural economic integration. On macro level, the effective transfer of rural surplus labor can positively contributes to the development of non-agricultural industries, the upgrading of the urban-rural structure and its industrialization, which plays an important role on achieving the coordinated development of urban and rural economy. On micro level, the effective transfer can increases the family income, narrows the income and consumption gap between urban and rural residents, changes traditional concepts of the rural economy, promotes the development of township enterprises, achieves common development of urban and rural micro-economic entities. However, the transfer also brings some negative impacts of the urban and rural economy and the economic entity. With Shanxi province as a case, the empirical analysis of this paper is based on three level indexes of income, consumption and production. At last, this paper draw a conclusion that the transfer of rural surplus labor plays an important role on improving rural and urban non-agricultural industries, narrowing the gap between urban and rural income and consumption.In the end, based on theoretical and empirical analysis of various impacts of rural surplus labor force transfer in Shaanxi Province on the urban-rural economy and its economic entity, with regard to obstacles and problems occur in the transfer process of rural surplus labor, this paper gives some practical and effective policy recommendations.
