Financial Risk And Prevention Of Urban And Rural Residents’ Social Endowment Insurance

The establishment and improvement of rural social endowment insurance system in urban and rural areas,is not only the need to protect the citizens a sense of security,but also the need to improve our social security system,and related to the development of socialist harmonious society in China.Industrialization,urbanization and the aging of the population are threatening the financial sustainability of the social pension insurance system for urban and rural residents,and it is particularly important to maintain the financial capacity to pay and maintain the balance of payments.How to prevent and control the financial risk of the pension insurance is of great theoretical and practical significance to solve the problem of pension.In this paper,the pension insurance and financial risks are linked,from the perspective of risk management of urban and rural residents of the social pension insurance financial risk and prevention.First,the concept of urban and rural residents and the definition of security,and to clarify the importance of urban and rural residents to prevent the financial risks of social endowment insurance and to seek its theoretical basis.The two part is the analysis of the formation mechanism of the financial risk of the urban and rural residents’ social pension insurance,as well as the reasons for the formation of the financial risk.The three is to identify and confirm the financial risk of the urban and rural residents’ social endowment insurance,and lay the foundation for the exploration of the risk prevention measures of China’s financial endowment insurance.The four is based on the cause analysis,put forward the following countermeasures: the first is to optimize the structure of fiscal expenditure,the second is to strengthen the fund management level,again is to strengthen the system construction of government of urban and rural social pension insurance subsidies,the last is the legal level and operational level to strengthen the system of urban and rural residents to protect the operation of the building.
