Our country is in the further accelerated social transformation period of industrialization, urbanization and modernization. The acceleration of the aging of population, decreasing of children and the change of elderly-caring views cause the endowment problem of people. As a solid backing, social endowment insurance for urban and rural residents system puts emphasis on enhancing the fairness, adjusting the liquidity of population and ensuring sustainability, which help people gain support from the policy in their old ages. As the main participant, urban and rural residents are the basic foothold of social endowment insurance for urban and rural residents system. At present, social endowment insurance for urban and rural residents is still in its infancy, the willingness of participation of the urban and rural residents will be a key problem for its sustainable development, which directly affects the further promotion and development of it. Since the implementation of the policy in 2014, Ya'an has obtained great achievement, but at the same time, the policy still shows many problems such as participation rate drop, low enthusiasm of young people etc. Therefore, analyzing the factors influencing the participation willingness of urban and rural residents, revealing the problems existing in the policy's implementing process and putting forward the corresponding countermeasures and suggestions for the sustainable development of the policy in the city has important practical significance.Based on the introduction of previous literature and summarizing the research experience, the article firstly described the development of social endowment insurance for urban and rural residents and the current policy measures for its implementation, the implementation status and problems in Ya'an now. Based on questionnaire survey and field visits, we widely collected related data and information in Ya'an's 4 counties (Yucheng, Mingshan, Baoxing and Hanyuan) to know the understanding of urban and rural residents for the policy and their willingness to participate. Finally based on the analysis on the collected sample characteristics, we selected 16 variables which may affect the residents' willingness to participate and used logistic regression model to analyze the effects of each factor on residents' willingness to participate. The research found:(1)Resident's age, education background, annual household income, the level of the pensions, the level of the government subsidies and the satisfaction to the promotional content and promotional channels have positive effect on the willingness of urban and rural residents to participate in the policy;(2)Physical condition and number of children have negative effect on the willingness of urban and rural residents to participate in the policy.According to the above conclusions and combined with the actual situation in Ya'an, we put forward the following countermeasures:?nhance the propaganda of the policy and improve the urban and rural residents' awareness of participation;?Perfect social endowment insurance for urban and rural residents system, and improve the cohesion level of the system as a whole;?Increase the intensity of subsidies, further improve the level of pension benefits;?Balance urban and rural economic development, increase the income of residents so as to improve the level of participation;?trengthen the team construction, perfect information system and other facilities, improve the work efficiency and service level of organization of management;?Increase the training education for urban and rural residents and improve the residents' cultural quality.
