Research On The Financial Expenditure Efficiency Of Medical And Health In Inner Mongolia

Medical and health services is not only an important part of public service,but also a major issue related to people's livelihood,the expenditure of government in medical and health is the embodiment of the public ity of the medical and health services.National "thirteen five" plan proposed to establish and improve the basic medical and health system,so that everyone can enjoy the basic medical and health services,the basic public health services will be provided as public goods to members of the whole society.In order to implement the national policy,in the process of providing public health services and deepening the reform of the health care system,the medical and health expenditure of central and local governments at all levels keep growing.However,the expansion of the scale of medical and health expenditure is not necessarily able to achieve the efficiency of medical and health expenditure.How to improve the efficiency of medical and health expenditure is the key to solve the contradiction between the growing demand for medical and health expenditure and the limited fiscal revenue.Inner Mongolia is located in the western region of C hina,the economic development is relatively backward,the source of financial revenue is limited,which limit the level of its med ical and health expenditure,medical and health resources needs are not matched with the financial investment,the phenomenon of “soaring medical expenses and declining availability of medical services ” still exist.Therefore,it is of great significance to study the efficiency of financial expenditure of health care in Inner Mongolia,it can strengthen the management of financial funds in Inner Mongolia health care and improve the level of medical and health services.This paper aims to improve the efficie ncy of medical expenditure in Inner Mongolia and based on the theory of public goods,the efficiency index system is constructed from the aspects of input,output and effect,and the comparative analysis method is used to analyze the financial expenditure of medical and health in Inner Mongolia.In addition,it calculates the comprehensive technical efficiency,pure technical efficiency and scale efficiency of the medical and health expenditure of the union city of Inner Mongolia combined with data envelopment analysis.It is found that,in recent years,the efficiency of financial expenditure of health care in Inner Mongolia is well from a micro perspective,the input and output status is better,but the expenditure efficiency of each city is different,and the management of medical and health expenditure needs to be strengthened.In this regard,this paper puts forward that government should rationally adjust the scale of investment,optimize the planning capacity of output allocation and strengthen the supervision of medical and health financial funds,and all of these method should be based on the actual situation in Inner Mongolia.So as to further improve the efficiency of health expenditure in Inner Mongolia.
