As the most precious resource of our country,the cultivated land resource is the foundation of human survival and development.The opinion about strengthening cultivated land protection and improving Requisition-Compensation Balance,issued by the CPC Central Committee and the State Council in January 2017,points out: we should adhere to the most stringent farmland protection system and the most stringent land conservation system..Besides,we should focus on implementing the trinity farmland protection mode that including quantity,quality and ecological protection,protecting cultivated land like a giant panda protection.And sticking to the cultivated land red line of 18 million mu.Strictly strengthening delineation of basic farmland and permanently protect.In recent years,with China's sustained and rapid economic growth and urbanization,the contradiction between cultivated land protection and urban development is becoming more and more acute.However,due to the lack of new urbanization concept,in the process of city development,one-sided pursuit of economic development,a lot of high quality arable land is frequently occupied,resulting in a large number of high-quality arable land waste and inefficient drain,this contradiction is more prominent in the surrounding city.To this end,The Ministry of Land and Resources Department and Ministry of Agriculture jointly issued the "Circular On Further Improving the work of the permanent demarcation of prime farmland in Peri-urban of 106 key cities ",which requires the farmland on the perimeter,traffic along the town existing high-quality arable land occupation easily classified as priority permanent prime farmland.The delimitation of permanent prime farmland should combine with the delimitation of urban development boundary and ecological redline,to guide local government in the development of the local economy,rational development,rational distribution,go tandem,in cluster development path of new urbanization satellite cities.This paper take the delimitation of permanent prime farmland in peri-urban areas as a background,permanent prime farmland scientifically designated as a point,from the conflicts between the high-quality and the concentration of arable land and urban economic development to further explore the method of permanent prime farmland delimitation combined with multiple planning integration.On this basis it constructs of the method of permanent prime farmland delimitation,and has an empirical study in Yingtan city as an example.By studying come to the conclusion that:(1)The paper defines the permanent prime farmland connotation through the analysis of the pressures and function of permanent prime farmland protection.On that basis,the theory of system of the delimitation of permanent prime farmland are constructed.Not only the high-quality and concentration of farmland should be guaranteed,but also compatible with ecological environmental protection and urban development.(2)Four key points for the delimitation of permanent primary farmland in per-urban of the city: quantity,setting quantity targets according to the related policies and documents,and combining with the study area actual situation;quality,Introducing the concept of "comprehensive quality" on the basis of the evaluation of cultivated land natural quality and contiguous conditions;connectivity,using the buffer analysis function of ArcGIS to get the contiguous conditions;spatial layout,analyzing the contradiction between permanent basic farmland and ecological control line,and urban development boundary.On the one hand,according to the principle of priority protection of ecological security,transferring out the permanent primary farmland Within the scope of the ecological control.On the other hand,in accordance with the principles of the protection of cultivated land and the urban centralized development,and on the basis of the burden ofpermanent primary farmland.(3)The paper evaluates the natural quality,connectivity and the comprehensive quality of arable land in peri-urban areas used ArcGIS software as primarily technical means.Referring to Regulations for classification on agricultural land and related research,six index including soil type,soil texture,organic matter content,slope,irrigation assurance rate and drainage condition,constituted as evaluation index attribute values are determined by Kriging,reclassification and Delphi method.In the evaluation of the connectivity,it uses the buffer analysis function of ArcGIS to get the connectivity of farmland.On the base of the natural quality and the connectivity of farmland,The comprehensive quality of farmland was evaluated according to the proportion of the cultivated map spot to contiguous plots.The result shows that the total area of the cultivated land is 5436.84 hm2 in peri-urban of Yintan.The natural quality level I of cultivated land area is 672.33 hm2,level II area is 1556.16 hm2,level III is 1125.40 hm2,level IV area is 1449.86 hm2 and level V area is 633.09 hm2.Besides,the number of contiguous plots is 392,and the contiguous plots' area are between 0.04 hm2 and 826.44 hm2.Beyond that,the level of the comprehensive quality is between 1 to 5.(4)The paper carries out an empirical study of delimiting the permanent prime farmland in the study of Yintan,it delimits the permanent prime farmland according to the comprehensive quality and the connectivity,Further coordinating the contradiction between ecological control line and urban development boundary based on the comprehensive quality evaluation.The results show that the preliminary permanent prime farmland is 3368.02 hm2 with contiguous plots of 16,which the comprehensive quality level is between the range of 1 to 3.83 and contiguous block area between 21.77 hm2 and 826.44 hm2.Through the coordination of multiple planning integration,it calls into the area of 678.20 hm2,calling out of the area of 721.59 hm2,mainly including the area of 28.70 hm2 overlap the ecological control line,the area of 640.71 hm2 overlap the urban development boundary,the area of 27.11 hm2 due to occupied by the state project,the area of 24.07 hm2 from layout adjustment.Finally,it delimitates the area of the permanent prime farmland is 3325.63 hm2,which the protection rate 61.17%,carrying out the target of 3262.1 hm2.(5)The paper carries out the reasonable analysis from four aspects: quantity,quality,connectivity and spatial distribution by comparing the basic farmland in the general land use planning.The comparative analysis shows that the result of the permanent prime farmland delimitation is more reasonable.In terms of quantity,the permanent prime farmland is more than 354.10 hm2,and the protection rate was increased by 6.51%,which reached the protection index of permanent basic farmland.In terms of quality,The comprehensive quality of cultivated land,which is above the level of 4,is not included in the permanent prime farmland,in contrast,more high-quality farmland was delimitated to the permanent prime farmland.It reflects the permanent prime farmland delimitating the higher quality,reflecting the permanent prime farmland delineation in quality.In terms of connectivity,the number of the contiguous plots was 29,which owns the area between 21.07 hm2 and 752.33 hm2.However,the number of the basic farmland in the general land use planning was 107,which owns the area between 0.04 hm2 and 553.13 hm2.It reflects the permanent prime farmland delimitating the better connectivity,reflecting the permanent prime farmland delineation in connectivity.Finally,in terms of the spatial distribution,The permanent prime farmland is more reasonable,which not only follows the principle of ecological protection and farmland protection,but also provides a reasonable space for the development of urban economy.
