How to scientific and reasonable demarcate basic farmland to solve the contradiction between food security and social development is a problem to be solved immediately. The paper is based on the analyzing the connotation of the farmland and the specific topography factors of the study area and put forward that farmland quality and site condition are two necessary conditions of farmland planning. On this basis, the paper constructs the evaluating system of farmland quality and site conditions, conducts the evaluation of farmland quality and site conditions. Finally, the paper constructs the comprehensive evaluating system of farmland quality, and demarcates the basic farmland on the basis of above research, and probes into the demarcating method of prime farmland in southwest low hilly area, the main conclusions are as follows:(1)The evaluating system of farmland natural quality was combined by six indexes: slope degree, irrigation guarantee rate, profile construction, soil organic matter content, exposed rock condition and soil type. Four indexes as distance to trunk road, distance to central town, suitability of adjacent farmland patches and farmland connectivity were selected to establish the evaluating system of farmland site condition. The paper selects 5000 plot randomly, then measures their correlations between the cultivated land comprehensive quality evaluation score and standard yield, finally confirmed the best proportion relationship between farmland natural quality and farmland site condition was 3:2 in this study area.(2)In this paper, taking Nanjiang County as the research object for empirical research, though a comprehensive quality evaluation model to determine the overall quality status of cultivated land in Nanjiang, Studies show that the area of cultivated land with relatively better quality in Nanjiang is 3889.20hm2, accounting for 8.6% of the total area of cultivated land, mainly in the middle and south region of Nanjiang, including Chang Chi town, Zheng Zhi town, Sha He town, Da He town, Xia Liang town, Ba Miao Xiang, Fu Jia Xiang, Tian Chi Xiang Xiang, Feng Yi Xiang,Zhu Gong Xiang and other towns, the area of cultivated land has good natural conditions with favorable socio-economic conditions. Eventually determine >60 points of farmland can be demarcated as basic farmland covers 39312.90hm2, protection ratio is 86.93%.(3)By drawing the comparison of results, it is concluded that the areas of basic farmland demarcated by this method can not only meet the connotation of the farmland, but also can satisfy the higher designated requirement; By introducing the concept of population supporting capacity of land for validation, the result of the research found that every village and town except Nanjiang town can meet the theory stock of basic farmland.
