An Analysis On The Development Constraints And Countermeasure Of Household Farms In Linan City

As the rapid development of the national economy and the accelerated urbanization process,the agricultural production method,based on the household contract responsibility system,can not meet the demand of modern agriculture.Thus,household farms,a new operator,cannot only stabilize the relation of farmers and the land but also solve the setbacks of the small agricultural scale,decentralization and concurrently industry management,etc.Recently,land circulation in rural area speeded up and the surplus labor transferred in large amount,so the household farms in Linan city developed quickly and achieved some initial results.But generally speaking,there are sill problems of fuzz evaluation criteria,imperfect social service system and weak policy support for the household farms in Linan city.The present paper firstly made an interpretation about the domestic and foreign theories of household farms through document collation and gave a clear-cut of its content and characteristic;secondly,it clarified the domestic and foreign practice and experiences of household farms and a report and revelation of Linan household farm development was presented;thirdly,through field investigation and inspection,it provided a general situation of amount,industrial distribution,scale and operation pattern of household farms based on the cases and current situation in Linan city;then,it carried an analysis of constraints for household farm development,including the fuzz evaluation criteria,the limitation of the management,low quality employment,high cost,difficult land concentration flow,substandard land transfer,difficult financing,backward finance service,high agricultural insurance,low payment rate,monoline insurer and the imperfect social service system ect.Finally,it proposed some countermeasures for the development of Linan household farms in the way of making a quick definition of evaluation criteria,a quick cultivation of new professional farmers,a sound land transfer system,a perfect socialized service system,a great agricultural finance support and a creative agricultural insurance system.
