At present,the railway enterprises are changing from the planned economy to the market economy,and they are more and more involved in the market competition.In order to survive and develop in the fierce market competition,it is necessary to attach importance to the most valuable resources of enterprises,especially the mid-level management with the function of connecting the preceding and the following.Mid-level management are not only the executor of the high-level decision-making,but also the organizer of the grass-roots work,so they play an important role in the process of enterprise development.How to analyze the needs of mid-level management scientifically and reasonably,and how to make effective incentive mechanism and scheme becomes the most concerned problem for managers.First of all,this paper reviews the research literature of middle-level managers' incentive,and expounds the related concepts and motivation theories of the middle-level managers,which lays a theoretical foundation for the research.Secondly,this paper introduces the current situation of human resource management and incentive status of XA railway construction company.In this paper,the research methods of questionnaire survey are used to study the incentive demand factors of mid-level management.The research shows that the problems existing in the middle level managers' incentive are unreasonable salary structure,single incentive means,lack of effective performance appraisal and so on.Therefore,this paper suggests that the XA railway construction company to establish a compensation system linked to individual performance,strengthen career management,the use of a variety of incentives,thereby establishing a sound incentive mechanism.In order to ensure the smooth implementation of the incentive plan,the paper also puts forward the safeguard measures from the aspects of organization,personnel,system and culture.The research results are helpful to understand the incentive needs of mid-level management in XA railway construction engineering company,so as to develop a targeted incentive program.At the same time,the paper also has some reference value for the management of other enterprises.
