The American famous entrepreneur Deluk says:" The only one and real resources of business enterprise or business is a person. The management is to develop human resource to do the work well. " The construction of the China present high school, the social education responsibility of university is the most important, but how to know high human resource characteristic correctly in the school, how to develop the advantage of high school human resource, how to improve teachers' enthusiasm, how to carry out the harmony,healthy,continuous development of university is the important topic which is a current higher education system to reform by adapting the development of knowledge-based economy society, is also the important problem that the high school governor faces, This text combines to related encouragement theories, setting out from the special need of high school human resource, further perfect interactive relation among mechanism and the construction of high teachers troops in the school and positive development.This text takes person's human-centered as main line, with the need encourage theories for analyze tool, according to high school teacher need characteristics .Take "PDCA" as a management standard, from four subjects which elaborate an article: One, the summary of the characteristics of human resource in high school;Two, the high school personnel present encouragement mechanism condition and problem; Three, make reasonable use of a related encourage theories become good of interactive relation; Four, take the example of University of Shanghai for Science and Technology, put forward further to perfect the construction of high school teacher encouragement mechanism. The reform of high school encouragement mechanism, its essence wants to change high school department different benefits community with personal benefits allotment method, but the main purpose lie in developing teachers' enthusiasm, raising the quality of high teachers troops in the school to complete by whole mold of university image.
