Tobacco income is an important source of national taxation, In order to reduce the impact of cigarette sales on the national tax, the State Tobacco Monopoly Bureau actively look for "third profit source" to carry out "lean logistics". Carton recycling is the one of the measures to carry out "Lean logistics".When LB Tobacco Monopoly Bureau Logistics Center carry out carton recycling,some problems which are low pass rate of recovered cartons and the recovery of workers' labor intensity, recycling carton operation site area increased emerge because of the lack of experience.These problems not only seriously affect the National Tobacco Monopoly Bureau of the carton recycling target to achieve, but also increase the operating costs of enterprises.Based on this background, this paper studies the problems of the recycling of cartons in LB Tobacco Monopoly Bureau Logistics Center. First, the paper introduces the organization structure of LB Tobacco Monopoly Bureau, its logistics center and the present situation of cigarette logistics process. Secondly, the paper uses DMAIC model of the Six Sigma to analyze the influencing factors of the acceptance rate of the carton,and finally determines the three factors that are not sorted according to the standard classification, the poor supervision and supervision of the site, the improper training of personnel skills. On this basis, the paper proposes to formulate the classification and operation standard, strengthen the on-site supervision and develop the skills training plan in order to improve the pass rate of carton recycling. Simultaneously, the paper analyzes the carton recycling program, and puts forward the purpose of simplifying and merging the recycling procedures to realize the purpose of optimizing the recycling operation site and reducing the labor intensity of the workers.
