Arable land as a complex nature-social-economic complex,it's topsoil is rich in organic matters,soil enzymes,microorganisms and other substances,and provides nutrition and good environment to supply and coordinate plant growth.Topsoil is also the most direct base and carrier of the farmer survival.With the advancement of urbanization in china,nowadays non-agricultural production and construction projects are increasing.All kinds of non-agricultural production and construction projects is carrying out in suburban and mountain areas.These projects bring about temporary or permanent occupation of a large of arable land,causing disturbance to soil structure,resulting in occupation and erosion of a large of topsoil,which has threatened the balance of ecological system.The main reason for these problems is that people do not deep realize that topsoil is a kind of precious resource,and it has high function value.Thus to carry out topsoil stripping and reusing is a task which brooks no delay.In the process of achieve the balance of arable land requisition-compensation,this task can not only reduce the destruction of the original soil structure,rapid recovery soil fertility,but also help to keep the balance of field ecosystem.Finally realizes “quantity-quality-ecological” trinity of arable land requisition-compensation balance.Only fully realize the value of farmland topsoil resource,realize carrying out the topsoil stripping and reuse is a livelihood,ecological,salvage project that can maintain social stability,protect the balance of ecological system,beauty the farmland landscape,people will truly protect topsoil resources and promote the sustainable use of surface soil resources.Xichuan country is located in the southwest of Henan Province,which is the main flood area and resettlement area of the key large scale construction project of the south to North Water Diversion project.On the basis of combing the domestic related policies about the topsoil stripping and reusing and academic research results,this paper takes ten towns in canal head of North Water Diversion project as main evaluation targets,such as Taohe,Madeng,Shengwan and Dashiqiao,combined with social and economic development,the nature geography and the data of land use condition.According to several theories such as theory of sustainable development,utility theory of value,compensation value theory.The paper built the non-market value evaluative system of the topsoil stripping and reusing benefit of the arable land of the county scale,using income reduction method,cost expenditure method,alternative market method and virtual from the perspective of soil functional classification.This paper could be a monetary evaluation to the non-market value evaluative system of the topsoil stripping and reusing benefit from the three aspects of the social security benefit value,the value of the ecosystem service benefit value and the cultural landscape benefit value.The main results were as follows:(1)Based on the research results of relevant scholars,the non-market value system of topsoil stripping and reuse benefits is mainly composed of three parts: social security benefit value,ecosystem service benefit value and human landscape benefit value.Based on life,employment,food security value,the value of water conservation,nutrient cycling,soil conservation,maintain biodiversity,landscape comfort and green function of calculating value,confirmed the topsoil stripping and reuse benefits of the non-market value really exist.(2)The study area of topsoil stripping and reuse comprehensive benefit of non-market value is 198.10*108yuan,average per unit area of non-market value is 248.57*104yuan,mainly by the effect of topsoil stripping and reuse area,social economy and natural environment factors,there is a large gap in the non-market value of topsoil stripping and reuse,according to the equal intervals of comprehensive benefits of topsoil stripping and reuse non-market value is divided into four levels,Madeng town,Shengwan town and Taohe town in a high level,Dashiqiao town in the middle level,Laocheng town,Cangfang town in the medium low level,located in the northwest of the study area consist of Jinhe town,Laocheng town,Shangji town and the southern of the study area consist of Xianghua town and Jiuchong town of non-market value in a low level.(3)The proportion of non-market value of comprehensive benefits of topsoil stripping and reuse,social security value,ecological service value and human landscape function value proportion of the total non-market value successively decrease,value of social security is 3 times the value of ecosystem services,45 times the value of the human landscape function value,social security benefits plays a predominant role in topsoil stripping and reuse comprehensive benefit.Arable land surface resources have an important role in the basic living,employment and national food security.(4)The application of topsoil stripping and reuse could significantly improve the external value of topsoil resources,especially the most significant change in ecosystem service.The fertile soil in the flooded area was stripped and used for the low quality arable land,the comprehensive benefit of non-market value increased 24.86*108 yuan before the topsoil stripping and reuse,of which the social security value increased 2.73*108yuan,the value of ecosystem services increased19.04*108yuan,new landscape value increased 3.23*108 yuan,new ecosystem service value of non-market value plays a predominant role.(5)In the topsoil stripping and reuse of social security benefits in the proportion of total value,employment security value accounts for social security benefit value of the largest proportion is 47.20%,followed by the living security value,accounting for 37.38% of the value of the total social security benefits,food security value accounted for 15.41% of the value of the total social security benefits,farmers employment security and social security contributions to social security is relatively large;ecosystem services function of soil conservation,water conservation,nutrient cycling and the function of maintaining biodiversity value proportion of the order of soil conservation value > water conservation value > nutrient cycling value > maintaining biodiversity value,the contribution rate gradually decreased,the top two accounted for the proportion of the total value of ecosystem services in more than 80%;the use of landscape comfort topsoil stripping and reuse the total value of 3.03*108 yuan,the total value of green 0.20*108 yuan,the affected unit area costs and investment costs of honeysuckle,road and ditch protection forest,the study area per unit area of township cultural landscape value with a significant difference.In this paper,the non-market value of arable land topsoil stripping and reuse benefits is evaluated.Actually is the external value of the social,ecological and landscape functions of arable topsoil resources develop into interiorization.It can provide a theoretical basis for the arable land requisition compensation balance,to pay for the occupation of arable land,the cost of the occupation of arable land,and subsidies for farmers and topsoil resources protectors in the future process of arable land non-agriculture conversion.
