Cost And Benefit Analysis Of Topsoil Stripping And Utilization In Cultivated Land Occupied By Construction

Due to the characteristics of long distance,wide scope and complex types of cultivated land occupied by freeway reconstruction and expansion project,the multi-functional nature of cultivated land has been weakened.Moreover,the high cost and extremely slow rate of the project return result in low efficiency and lack of enthusiasm.Therefore,the state of cultivated land protection is grim,and the soil formation time is long.However,the high cost and the extremely slow rate of return resulted in inefficient engineering and lack of enthusiasm.Therefore,in this paper,the research and related theories about the cost benefit analysis of tillage soil at home and abroad are summarized and analyzed,and then the composition and calculation method of the total life cycle cost and value of the tillage layer are analyzed in detail.And based on this,the data envelopment analysis(Data Envelopment Analysis,DEA)is used to analyze the relations between cost and value,so as to quantitatively express the relationship between cost and value benefit.The paper summarizes the following four research results:(1)The whole life cycle unit cost of topsoil stripping and utilization is about 69.85 yuan/m~3,the total cost is 71.7453 billion yuan.And then,the cost estimation under the different utilization modes of the stripped topsoil is 70.074 billion yuan.Therefore,the average value of them is the total life cycle cost of topsoil stripping and utilization,which is70.9098 billion yuan.(2)The market value of topsoil stripping and utilization in the cultivated land is 147.9904 million yuan.After the reutilization of the stripped topsoil,the economic value can be produced.After the cost of cultivation,the total economic value is 837.2 thousand yuan/a.(3)It is calculated that the non-market value of topsoil stripping and utilization is 12.5423 billion yuan/a.Among them the value of atmospheric regulation function,maintenance of soil nutrients,water conservation function,environmental purification function and biological diversity function are selected to calculate the value of the ecological value,and the final total value of ecological value is 1.1487 billion yuan/a.In the calculation of social value,the three indexes of basic living guarantee function,cultivated land employment guarantee function and cultivated land security function were selected to calculate their respective values.Finally,the total social value of topsoil stripping and utilization in cultivated land was 11.3936 million.According to these research results,the conclusion is summarized that:(1)The topsoil stripping and utilization can be divided into four modes,the present stage,the ratio of reutilization,land remediation,improvement and improvement,and rocky desertification.(2)According to the analysis of current cost and value,the cost recovery period of topsoil stripping and utilization is about 7 years.(3)Among them,the improved improvement scenario model is DEA effective.Therefore,in the future topsoil reuse stage,the“namely peeling and using”improvement mode should be adopted as far as possible.(4)And on the basis of appropriate reduction of engineering costs and improvement of value,some other models have been adopted to make the tillage layer soil stripping and utilization engineering achieve economic and technological optimization.
