Research On The Challenges Faced By Local Industry Associations In The Context Of Decoupling Industry Associations From Administrative Agencies

With the determination of Chinese socialist market economy, the role of trade associations in modern social governance is increasingly prominent. As a link between government and enterprises,the role of industry associations seem clear and specific positioning,but in fact difficult to grasp. In China,due to the influence of the planned economy,trade associations in the new China started relatively late. The implementation of the policy of reform and opening up, bringing the development of China's trade association in the spring, but also brought the concept of government management innovation. On the basis of its own actual conditions, the Chinese government draws lessons from the governance experience of foreign trade associations, unleashes control over the economic field, restructures professional economic management departments, implements state-owned enterprise reform and sets up trade associations. Since the modern sense of the Chinese trade association finally opened the curtain.The relationship between the trade association and the administrative organ is not only the historical reasons for the development of China's trade organization, but also the factors that determine the relationship between the state and society since the founding of the People's Republic of China. Compared with the national trade association, the local trade association is more closely related to the local administrative organ and occupies a considerable proportion in the trade association.The decoupling of local trade associations and administrative organs started with the decoupling of industry associations in Shanghai in 2002, but today,the decoupling of local trade associations is still onerous. In terms of the relationship between the local trade association and the administrative organ, the author sums up the relationship type between the local industry association and the administrative organ, including the complete dependence of the administrative organ on the trade association,semi-dependence Relationship and relative independence relationship, and select two local industry associations in S city to elaborate the characteristics of trade association under the condition of complete dependence relationship and semi-dependence relation. In the third part of this paper,the author analyzes the pressure and challenge of the trade association under the condition of "decoupling" from the local industry association, which is based on the relational and semi-dependence. Under the objective conditions, the central and local policy environment on the pressure of local industry associations; in the subjective aspect,the local industry associations own weak development in the industry credibility, human resources, capital, functions,capacity, etc. there are pressure challenges . The last part of this article from the local government and local industry associations in two aspects, to explore the pressure of the challenges of trade associations under the development of way out. Local governments should take the responsibility of supervision and support. On the basis of clear concept, perfect the relevant laws and regulations, speed up the transfer of government functions, broaden the channels of financial support, innovate the supervisory system, For local industry associations decoupling to create objective conditions; on the industry associations, and then clear the concept of decoupling and allocation of functions based on the establishment of local industry associations decoupling management system to enhance the ability of industry associations and credibility,so as to truly achieve industry autonomy.
