Fuction Research Of China Mining Association Detachment From Administrative Authorities

During The Third Plenary Session of the 16th and 18th Central Committee of CPC,it was mentioned that due to the importance of industry associations in social economic development,we should fasten the construction of industry organizations,coordinate their the relationship with government and companies,fully make industry organizations work and continuously enhance their self-management.As the significant reform measure put forward after The Third Plenary Session of the 18th Central Committee of CPC,The general office of the CPC Central Committee and the general office of the State Council issued "the Overall Plan for the Detachment of Industry Associations from the Administrative Authorities.",which will not only promote industry associations' playing full role of bridge and belt,but also make higher requirements to the industry associations that depend on top-down government-led operation mechanism.Based on the background of the detachment of industry associations from the administrative authorities,through collected and sort out the reference materials and related documents,carding the process of the reform of China's industry association system.Related research on the development of Industry Association,summed up the three stages of the general experience of the industry association:start stage(1984-1992);development and governance stage(1993-2006);detachment stage(2007 until now).On this basis,from theory and reality aspects,through the case study method and the comparative analysis method,take China Mining Association as typical example,sort out and conclude the functions of CMA,classified as basic functions and expansion functions.Basic functions include service functions,research functions,coordination functions,safeguarding the rights and interests of members,training functions.expansion functions is self-discipline function,including industry self-discipline and industry planning.Find out the four aspects of the problem:functional system is not perfect;some limitations in the service;internal construction needs to be improved.By comparing the functions of the three foreign mining industry associations of NMA,PDAC and AusIMM,find gaps include:time of establishment?ralation of government and association?membership service?attention to talent resources and international conmunication,constructed a complete function system of CMA,put forward countermeasures and suggestions about how to improve the functions of CMA after the detachment from competent authorities.Include relying on the support of the government to expand the content of the function;improve service level,improve service content;innovate internal management system,and train professional personnel.
