An Empirical Study On Environmentai Performance Evaiuation Of Ecological Civilization Construction In Jing-jin-ji

Since industrial age,man has been subjected to the consequences of destroying our environment,facing the increasing environmental crisis,which poses the potential dangerous and developing obstacles.The concept of eco-civilization is the symbol of awakening to pursue self-worth.Five major domains including ecological domain were released in the report of the 18th National Congress of the Communist Party of China.With the proposal of new-type urbanization in early 2014,Jing-jin-ji region integration initiative which aims to become a world-class urban agglomeration is implemented at national strategic level.Meanwhile Beijing,Tianjin and Hebei have cooperated in many fields,especially in environmental protection and water environment governance.However,it is very hard to construct ecological civilization in Jing-jin-ji region,due to the differences in ecological investment and improvement.That's why I 'm going to take environmental performance assessment to do this paper which is used to quantize the contribution of environment to the society.Jing-jin-ji region was taken as an analysis object,aiming to track the effect and provide constructive guidance for government making plans.Based on the relative basis theories,the paper builds an evaluation indicator system of environmental performance assessment on ecological civilization construction which contains 4 second-level index,13 third-level index and 22 four-level index.Besides,the quantity of evaluation index is realized by means of Delphi that is rated by progress rate.It adopts empirical analysis of Jing-jin-ji region,integrated and individual environmental performance index analyzed from 2007 to 2013,and offers policy proposals.The results of empirical analysis show that as follows:Firstly,the environmental index in Jing-jin-ji region from 2007 to 2013 presents the wave development;Secondly,it has some regional features;Thirdly,the sequence of integrated performance score in the same year from high to low is:Beijing,Tianjin and Hebei.Last,considering the span of time,the score of environmental performance from 2009 to 2010 is higher than other years.
