Ecological civilization is a new form ofcivilization and industrial civilization development to a certain stage, it goes beyond thetraditional realm of primitive civilization, agricultural civilization and industrial civilization,reflection began to harm the ecological security problems to the original civilization, is a newform of society the pursuit of harmony between man and nature. An important part of ruralecological civilization to ecological civilization.In recent years, with the development of rural economy, rural ecological environmentproblems gradually highlights. With the growth of the rural economy, the rapid rise of townshipenterprises, the local is not enough to protect the environment, the lack of the concept ofenvironmental protection, agriculture and animal husbandry, the extensive mode of production,reduce the grassland resources in forestry, causing the problem of China’s rural ecologicalenvironment is more and more obvious.This article uses the literature research, investigation, case analysis and other forms, thesystem analyzes the main problems in the current grim situation of the rural environment and thebuilding of a new countryside in the agricultural activities, damage to the environment, theconstruction of small towns environmental impacts of township enterprises, the pollution of theenvironment and the city passed on to the countryside, rural pollution forest grassland resourcereduction. This article considers that, the rural ecological environment problem is the result ofmany factors. Both the lack of economic development, economic structure, economic factors, butalso the farmers environmental awareness, due to social and cultural factors of natural quick mistake attitude, and the functions of the government departments and two structure in urban andrural areas such as the influence of reason.In view of this, this paper to look at environmental problems in rural areas from theperspective of public administration, in view of the present situation and characteristics of ruralenvironmental protection in our country, put forward a series of countermeasures and measuresof Ecological Management: first, strengthen ecological education, cultivating ecologicalconsciousness; second, strengthen the rural ecological protection funding and policy support;third, strengthen rural greening construction, the construction of green barrier; fourth, promotethe adjustment of economic structure, strengthen rural infrastructure and public service reform;fifth, the development of green economy, circular economy, low carbon economy, thedevelopment of high yield high quality ecological intensive agriculture. Strengthening ruralafforestation construction, increase rural afforestation area, improving the rural ecologicalenvironment, the development of efficient ecological agriculture, and eventually realize theharmonious development and benign circulation of rural environment.
