In recent years,many disasters have taken place all over the world.Emergency logistics plays a significantly important role in post-disaster relief and reducing losses.This paper focused on the location-allocation problem in hub-spoke emergency logistics network and emergency supplies classification problem,the details are as follow:(1)The emergency supplies response time can be extended if the total cost is considered alone.To deal with this,a new response time dissatisfaction function was proposed.This function was multiplied by a punishment coefficient to form a punishment cost,which was added to the total cost.A location-allocation model was built aiming at minimizing the total cost with the consideration of using different transportation modes.Therefore,the location-allocation results were more economic and efficient.(2)The general calculation methods of tabu length and node frequency applied in Tabu Search may lead to circulative search.To deal with this,the calculation methods of tabu length and node frequency were improved.The improved Tabu Search Algorithm was used to solve the location-allocation problem.(3)The emergency supplies classification standard used in China at present is usage,which has no aid in transportation planning.To improve this standard and study the impact of emergency supplies classification,a new classification standard,which was based on the importance of emergency supplies,was proposed.A three-stage classification method was proposed to classify the emergency supplies and check the results.(4)This paper selected 10 cities to testify the proposed location-allocation model.10 emergency supplies were classified by applying the proposed classification standard and method.The location-allocation method was improved based on the classification results.Through detailed analysis,the location-allocation model,the classification standard,the classification method and the algorithm proposed and improved in this paper were proved to be effective.
