The Two Districts Are Jointly Built: A Study On The New Urbanization Model Of Dezhou City

New urbanization is a major national strategy identified by the 18 th National Congress of the Communist Party of China,which is the greatest potential for steady growth and expansion of domestic demand,an important starting point of transfer mode and adjusting structure,also a focus in academic.Since the Reform and Opening-up,with the overall and fast development of economic and social in China,the level of urbanization has also greatly improved.But in the practice of promoting urbanization in some parts of the country,it is only through the transfer of rural population to the city and the expansion of the city to improve the level of urbanization,therefore,problems such as "urban sickness" "hollow village" appear.The core of the new urbanization is human urbanization.In terms of national conditions of China,the new urbanization means not only the agglomeration of peasants to the cities,but also the local urbanization of farmers.For a long time,scholars have studied the urbanization in the cities and construction of small towns,and have less research on the countryside "urbanized".This article is based on the study of the new urbanization in Dezhou District,by the simultaneous construction of rural communities and rural industrial parks.Dezhou is a typical agricultural city,on the basis of extensive and thorough investigation and research,to improve the development of urbanization,adopts the development idea of the simultaneous construction of rural communities and rural industrial parks,the construction of rural communities to improve farmers' living conditions,and the construction of industrial parks to bring farmers employed nearby,to change farmers' living and production mode,expand the rural collective economy,increase the income of farmers,improved the standard of living of the peasants,formed a new town construction mode of Dezhou.Dezhou experience has been a highlight of the province and the country,got Li Keqiang,Zhang Gaoli,Wang Yang and other central leaders' instructions and affirmation.Other cities come to study the experience of Dezhou up to 400 times.In the past ten years,although some achievements have been achieved in practice in Dezhou area,it is facing some problems and challenges such as the quality of development,the role of the market,industry driven,community management,environmental protection and so on,but as a kind of exploration to promote urbanization,it still has strong research significance.This paper first introduces the research background,status quo,ideas and methods,then explains the meaning and background of simultaneous construction of rural communities and rural industrial parks,and introduces the related theories and applications.This paper includes not only to review the rural communities and rural industrial parks with the construction process,summarize successful experiences and measures,including the rational thinking on the problems in the process,so as to explore new ideas in the lessons,and on this basis,bring forward countermeasures and suggestions to further promotion of simultaneous construction of rural communities and rural industrial parks,in order to provide decision-making reference for party committee and government,to adapt to the new needs of agriculture,rural areas and farmers.At the same time,it also hope that through promoting the beneficial exploration of new urbanization in Dezhou City,for other areas especially agriculture accounts for a large proportion of the less developed regions to explore new urbanization to promote agricultural modernization,industrialization,urbanization and coordinated development to provide reference information.
