China is an influential country in the fields of marine, shipping and seafarers. As the base of shipping industry, the seafarers are one of the most important resources.They play an indispensable role in the series of domestic and foreign trade, the promotion of shipping and economic development. Nowadays, China further promotes the implementation of the "The Belt and Road", the Yangtze River economic belt and other major strategic,the effect of the seafarers on the construction of marine power and sea power is further highlighted. Against the background, it plays a very important practical significance to establish professional, stable, high-quality seafarers.The Maritime Labour Convention, 2006 (MLC2006) was approved by the International Labour Organization (ILO) on the ninety-fourth International maritime labour Conference in February 2006. MLC2006 specifies the minimum requirements of seafarers,employment conditions,standards of living facilities on board,occupation health and safety and other content; it clears the rights of seafarers and the obligations of member states. The MLC is known as the fourth pillars of the International Maritime Organization's legal system combined with the SOLAS convention, the MARPOL Convention and the STCW convention adopted by the international maritime organization". On August 29, 2015, after the twelfth session of the Standing Committee of the National People's Congress adopted the sixteenth meeting, China formally adopted MLC2006. On November 12th, China submitted the approval of the "Maritime Labour Convention, 2006" to the International Labour Organization. One year after the submission of the approval letter to the International Labour Office, the Convention took effect on November 12, 2016.Against the background of our country's adopted MLC2006, based on the relevant requirements of the Convention on the protection of seafarers' rights and interests, this paper analyzes the problems existing in the protection of seafarers' rights and interests. Base on the requirements of the Convention and our country present situation, the paper points out the urgent problems to be solved in the aspects of working environment, welfare and social status. Then on the basis of our implementation work, in the aspect of increasing policy support, promoting the decentralization, innovating management services and the formatting labor supervision and labor certification system, strengthen the implementation of safeguards implementation in our country. According to the general plan of the seafarers'development in china, innovating crew training and examination certification system,constructing crew market system, promoting the transformation and upgrading of the crew management, construct seafarers' public service system, by improving the crew career development environment as a means, to safeguard the legitimate rights and interests of seafarers and promote the decent work of seafarers, and to promote the establishment of high-quality seafarers.The research of this paper is beneficial to the reform and perfection of the system of protecting the seafarers' rights and interests. It is the basic way to promote the seafarers' sense of honor,the sense of belonging and the sense of responsibility,and it is the basic solution to solve the problem of the high-quality seafarers' losing,and the seafarers' lack of sense of responsibility and sustainable development.In this paper, based on the theory of Service Government, the theory of Multiple Governance, the theory of Humanism and other related theories as the theoretical basis, and makes a summary of the current situation of domestic and international seafarers' rights and interests to provide reference for this study. This paper summarized the successful experience and analyzed the existing problems by analyzing the situation of the performance security after the ratification of the Maritime Labour Convention, 2006. By learning from the international experience, this paper puts forward some countermeasures and suggestions. Through the application of multiple governance theory, multi subject, joint governance ideas, this paper explored the formation of multi sectoral joint working system of transport by the Ministry of human resources and social security administration departments at all levels, trade unions, construction units, the crew of the ship owners'association. We should achieve a good result in the protection of seafarers' rights and interests from the aspects of labor supervision, the system of issuing certificates of labor,wages and welfare facilities, and decent work of seafarers.
