This article from the maritime administration and public services from the perspective of research, analysis of China's relevant laws and regulations and the,Maritime Labour Convention 2006" on to protect the interests of the crew of the regulations and requirements, combined with the construction of service-oriented government, service-oriented maritime and promote the healthy development of the shipping economy, using the new public service theory and humanism in theory,discusses the necessity and urgency of safeguarding the legitimate rights and interests of the crew.In this paper, the basic approach of maritime crew management in China to protect the rights and interests are summarized, analyzed the maritime management in China in the protection of the rights and interests of the main problems and shortcomings, learn from the developed countries such as USA and Korea Maritime Administration Based on the advanced experience of the legitimate rights and interests of the maintenance crew in the research and put forward suggestions.
