The Study Of Supervision And Management Problem About Yunnan's Highway Construction Quality

With the rapid development of Chinese economy, government investment in highway construction is in the rising stage. As a quasi public product, highway plays an important role in infrastructure construction and actively promotes the development of national economy. The highway construction history of China is much later than many of the developed countries, for example, the first highway in China named Hujia was built in 1988. Thanks to the striking construction speed, Chinese highway mileage is now ranking the first worldwide; a nationwide extensive highway network has been basically formed. However, at the same time, problems in quality supervision become more and more prominent; supervision difficulty level keeps increasing. The existing supervision management mode can't match up with the social development. Such as,China is lacking of sound laws and regulations, supervision systems and modes, and the diversification of management; the market entity responsibility is not clear; people's quality awareness is weak; supervision management content and procedures are not clear,etc. The lag of highway construction quality supervision posed a huge negative effect on economic and social benefits of Chinese highway. In the meantime, losing control of supervision management on some governmental highway programs, along with corruption phenomenon, have caused huge resources wastage. Besides, program quality is not guaranteed.Referring to some related papers, this essay choose Yunnan's highway construction quality supervision management as research object, using relevant theories of management and public policy to analysis and study highway construction quality supervision management problems. Compared with domestic provinces and foreign countries, Yunnan's existing highway construction quality supervision management theory is not sound in both research direction and content, especially lacking of relevant basic theories and background analysis of Yunnan's highway construction. This theory can't accurately reveal the basic development rule of highway construction, therefore,can't be used directly to guide Yunnan's highway construction. Due to all above, to further complete highway construction theory system, laws and regulations, and quality supervision management system is of great theory value and practical significance. This essay aims to prove that it is urgent to adopt market development way to promote Yunnan's highway construction quality, and to further explore corresponding effective measures and ways.
