A Study Of Quality Evaluation Index System Of Lhasa-Highway Project From Government Supervision's Perspective

With the vigorous development of the city road transport, road construction quality assessment is particularly important. Establishing a sound quality evaluation system is important for improve the quality of highway projects in our city, as well as to ensure quality supervision for highway project. After a comprehensive analysis of the status of supervision and management quality of government for Highway Engineering and the content of highway projects quality, this paper proposed quality evaluation system of highway project on government oversight, and conducted in-depth theoretical study and practice related to issues.This paper analyzes content and features of highway projects quality on government oversight, pointing out that highway projects quality on government oversight should throughout the life of the whole project supervision period. The quality is not only the quality of highway construction entities, but also the responsibility of all parties involved in construction. This paper also discussed principles that quality evaluation system should follow when establish a perfect highway projects on government oversight.This paper propose concept of quality assessment of highway project on government oversight for the first time. Then we established three-dimensional model for the quality of highway engineering evaluation on government oversight, establishing an evaluation system based on the principle of the establishment of evaluation that embody a full expression of the content of the quality of highway projects architecture on government supervision. On this basis, we construct quality evaluation index system of pre-construction, construction, completion. For a large number of qualitative indicators, this paper used the AHP to determine weights of evaluation indexes, employing index comprehensive evaluation method to solve the evaluation problem.According to the actual situation of Lhasa city, the paper setup quality evaluation system of the Lhasa highway project on government oversight and take 2005 as the base year, evaluating Highway Project Quality of Lhasa City from 2006 to 2009.The results show that Highway Project Quality Index (HEQ) of the Lhasa city 2006-2009 were 1.044849,1.048364,1.133482,1.179801, compared to 2005 increased by 4.5%,4.8%,13.3%,18.0% indicating the quality of highway projects of Lhasa City at this four-year period overall upward trend. However, before construction quality road system, construction of quality systems, after the completion quality systems developed uneven, the speed of each subsystem as follows:after the completion of quality>Construction Quality>Quality before construction. Subsystem within the larger index difference between the speed。Through status analysis of the quality evaluation system of Lhasa highway projects and comprehensive evaluation study of the results, we conclude measures of improving the quality of Lhasa highway for further study, which provides a guideline of raising Lhasa Highway Engineering Quality.
