Study On PPP Financing Mode Of Urban Public Facilities

With the development of society,the improvement of people's living standards,the public on urban public facilities such as subway,hospitals,schools and other needs more and more quality requirements are getting higher and higher.However,the construction of these urban public facilities requires a lot of manpower,material and financial resources.Most of the urban public facilities in the early period of liberation are financed,managed and operated by the government.However,with the increase of demand,the government departments,due to limited funds,technical restrictions and management Low,and so some defects,has been unable to meet the rapid growth needs.After the reform and opening up,the domestic economy has been further developed,some private enterprises and the rapid expansion and development of capital,these capital is also seeking investment and income,but no suitable projects.Comprehensive government departments and the private sector interests and aspirations in the construction of urban public facilities on the government departments and the private sector have a common goal,so they reached a cooperation between,that is,we call the public-private partnership,referred to as PPP mode.The purpose of this paper is to find out the problem and solve the problem through the comparative analysis of PPP model.The significance is to make suggestions for the construction of urban public facilities in China,and to find out the problems through comparative analysis.The main contents of this thesis are as follows: Firstly,the theoretical research of predecessors at home and abroad is summarized and laid the foundation for the later analysis.Secondly,the practice of PPP operation mode of urban public facilities at home and abroad is sorted out.Then,the PPP operation mode(main BOT,TOT,BOO,ROT,etc.)of urban public facilities in China was compared.Afterwards,the statistical analysis method was used to analyze the operation mode of PPP project in urban public facilities in China,And found that there are several problems.Firstly,the current urban public facilities in China PPP project over-reliance on BOT mode;Secondly,in the case of excessive reliance on the BOT model,the government paid a high proportion,making the government in the future to pay too much pressure,affecting its future continue to use PPP mode to increase the supply of public goods and services.At the end of the article,the corresponding policy recommendations are made for the problems found in the previous chapter.
