Urban public facilities are the fundamentals of the city survival and development, thecore fact of the city environment and figure, and the necessary requirement of citizens’manufacture and living. As the rapid development of Chinese economy, society and theaccelerating progress of urbanization， the traditional mode of urban public facilitiesmanagement cannot satisfy the need of the society, and the problems become apparent dayby day, such as shortage of the government financial, low operating efficient, andunreasonable decision mechanism, etc.Now our country is at the period of the reform and opening up, and economy developsrapidly. Meanwhile there exists the imbalance of society and district economy development.Some city public facilities management starts utilizing several modes at the same time,while some stays in old mode.
