Study On The Supervision Of Basic Pension Insurance Fund For Urban And Rural Residents

Since the State Department decided to establish the unified basic pension insurance system for urban and rural residents in2004(hereinafter referred to as the pension insurance system for urban and rural residents),the pension insurance system for urban and rural residents has been Expanding the scope of implementation,its amount of fund accumulation are growing fast.The basic pension fund for urban and rural residents(hereinafter referred to as the pension fund for urban and rural residents)is the material basis of the pension insurance system for urban and rural residents to maintain sustainable development,its safety is related to the vital interests of the masses of urban and rural residents,the development of economy and social stability,so we should strengthen supervision and administration according to law.Due to the late establishment of urban and rural residents pension insurance system,there are still many loopholes in fund regulation and we need effective regulation which needs to take the government as the core of the regulatory body.Thispaper mainly focuses on the improvement of regulatory body for the urban and rural residents pension fund and the problem analysis for the absence of the regulatory body.This paper is divided into five parts:The first part is preface.This paper introduces the background and significance of the study,designs the general research content of this paper on this foundation and puts forward,research focus,research methods,innovation and shortcomings.The second part is the summary about the basic theory of supervision of urban and rural residents pension fund.First,the paper defines rural residents pension insurance fund,the content,main body,principle and method of urban and rural residents pension fund supervision.Then,this paper expounds the government failure theory,the information asymmetry theory and the principal-agent theory,provides the basic theoretical support for this study.The third part analyzes the current situation of the basic pension fund supervision for urban and rural residents.The fourth part discusses the problems and the reasons of the basic pension fund supervision for urban and rural residents,then realizes that there are some holes of the basic pension fund supervision for urban and rural residents in the aspect of regulatory body,regulatory system,regulatory approach and the quality ofsupervisor.The fifth part analyzes the main mode of international fund supervision,and summarizes the enlightenment to our country.The sixth part takes example by the relatively mature international regulatory experience and combined with china's national conditions,this paper puts forward some specific measures to strengthen the pension fund supervision for urban and rural residents in the aspect of regulatory body,regulatory system,regulatory approach and the quality of supervisor.
