The Research Of The PPP Project Risk-sharing

With the development of economy and the progress of the society,many private sector participated in infrastructure construction projects,the PPP enters into the public view gradually.The PPP model is not only a kind of project financing,also a way to raise efficiency of the government management of social resources,which resolves sorts of problems such as the insufficient funds in the construction of public infrastructure,uncompleted technology,loose management and so on,satisfying the needs of the public and the requirement of social progress greatly.The core of PPP project is contract management,which is based on the contract spirit under the incomplete contract that requires that the public sector and private sector should be equal contracting parties,distributing risk,sharing responsibility and interests.Because of large investment,long cycle,and high risk,so how to distribute risk among the parties of the PPP project reasonably becomes the focus of many experts and scholars study.The PPP project risk sharing as the breakthrough point,this paper constructed a game model of risk sharing to study the way and share of project.The paper is based on waste incineration power plant of the PPP project,analyzing it from the risk identification,risk assessment,risk sharing,risk response,at the same time,using a questionnaire to collect data to draw the conclusion each party should share.This paper is based on the bargaining game model,constructing the risk sharing mode of negotiations in order to conclude the public sector and private sector's share of the risk sharing,which adds to the study of the theory of the PPP project risk sharing in theory,provides guidance in the practice of project risk sharing,as well as provides the scientific guide the construction of project operation decision basis.So it has the practical significance.
