President Xi Jinping at the 2016 APEC summit has said that China is ready to supply side structural reforms in public utilities.There are poor profitability,overcapacity worries in electric power industry,to resolve the overall policy guidance.In 2017,the power supply side reform will enter a substantive stage.How to go to production,inventory,deleveraging,reduce costs,make up the short board to become the focus of the task of structural reform of the supply side.The effect of power supply loose,high prices and other factors,accounting for about 70% of the electricity supply of coal is in the profitability of the historic lows.Small backward thermal power production capacity,the need to improve profitability and Beijing,Tianjin,East China,Southern China harsh environmental protection indicators,no impact on the profits of coal enterprises and coal logistics costs have an impact.The traditional way to eastern and southern coal power generation power load in the form of coal supply chain complex,extremely easy to cause the supply chain breaking,coal transportation costs are too high,the profitability of coal enterprises fell sharply."West to East" strategy since the implementation of the project,China's energy development center to the West and North,according to the national grid,"13th Five-Year" plan,North and west to east central energy base load center transmission will become more and more large scale,more and more far distance.In the main producing areas of coal power plant transmission,can effectively reduce coal transportation costs,improve profitability in coal at the same time,improve the load coal overcapacity and environmental pollution problems.However,with the proportion of wind power in the power system continues to improve,the dynamic and random wind power generation,more and more influence on the layout and optimization of supply chain coal-fired thermal power plant,which brought new challenges to solve supply chain optimization problem.This paper summarizes the coal-fired thermal power plant supply chain optimization on the history and current situation,analysis of the changes of coal supply chain in the electric power industry structure reform and the side of "west to East" background,combined with the wind power grid analysis of traditional coal-fired power plants supply chain impact.In view of the random fluctuation of wind power,the technology conditions in accordance with the operation of the system characteristics as constraints,analysis of the impact of general layout of wind farm and power plant of coal supply chain,to maximize the benefits for the establishmentof a stochastic programming model of economic coal supply chain optimization principle,and evaluation.Subsequently,this greedy mutation quantum discrete particle swarm one or two planning method based on quantum discrete particle swarm optimization algorithm and the two programming method for wind power plant optimal fuel coal stock.Based on the greedy mutation strategy,the quantum discrete particle swarm optimization(PSO)algorithm is improved.Finally,the coal supply chain economy to the principles of wind power plant coal-fired thermal power plant layout and inventory optimization process based on the solution of the thermal power plant in the wind farm output under the condition of uncertainty of coal inventory and thermal power plant and wind farm layout,modeling and the results verify the feasibility and effectiveness of the algorithm in this paper the economy,so as to ensure the coal supply chain,to improve the profitability of the coal.
