To the problems of serious environmental pollution and a sharp shortage of resources,China adheres to develop green economic,which emphasizes the coordinated development of environment and economy.At present,the wind power project is one of the best clean energy sources to reduce environmental pollution and save energy.However,the wind power project still has a large number of phenomenon on waste of resources and ecological environment pollution,which restrict the sustainable development of wind power industry.The domestic research is mainly aimed at how to make more efficient use of wind energy resources for power generation,and few people have further studied resource allocation management issues of wind power construction project combined with environmental benefits and economic benefits.Therefore,this paper insists on the common development of environment and economy,and puts forward the optimization research on resource allocation of wind power construction project based on green economy.First of all,this paper builds the index system of resource allocation efficiency evaluation and resource allocation efficiency index of wind power construction project based on green economy.Among them,the resources of wind power construction project are divided into human resources,material resources and capital resources,which are regarded as the input variables in the index system,and the economic benefits as the expected output variables.Meanwhile,the non-expected output variables is obtained by factor ananlysis from screening the indexs of environmental loss,which has been conversion for Environmental benefits as expected output variables.Then,the DEA cross efficiency model is used to evaluate the efficiency of the index system,the decision unit is effective as soon as the economic and environmental benefits are maximized,and the results are compared with the traditional DEA evaluation model.Finally,according to the efficiency value obtained in the last stage,the factors influencing the efficiency of resource allocation of the wind power projects are obtained through the TOBIT model.Based on these,the comprehensive measures and recommendations are proposed for scientifically and rationally optimizing resource allocation of wind power construction project,and this paper makes the examples to validate that the resource allocation optimization model which is composed of factor analysis,DEA crossover efficiency model and TOBIT regression analysis is effective and feasible in the practical application.The research on index system and model construction of this paper has theoretical guidance and practical significance for evaluating the resource allocation efficiency of wind power construction project,furthermore,this paper provides scientific and comprehensive suggestions and countermeasures for optimizing the resource allocation of wind power construction projects basing on the collaborative development environment and economic,making the wind power industry to achieve sustainable development.
