In recent years,the rapid development of China's agricultural economy is facing huge pressure on resources and environment,agricultural pollution and energy consumption and other environmental problems have become increasingly prominent,the resource base of agriculture increasingly fragile,largely high growth with high emissions,high pollution and high energy consumption price.The Communist Party of China in the fifth Plenary Session of the 18 th CPC Central Committee put forward the "innovation,harmony,green,open,sharing" five major development concept,relying on extensive agricultural inputs increase,does not meet the requirements of the development of modern agriculture.Green agriculture is the inevitable choice for the sustainable development of agriculture.Agricultural innovation is the fundamental driving force for the development of modern agriculture.It is imperative to construct the agricultural green innovation system and put the "green" and "innovation" in the same important position to develop modern agriculture.So the first question we are facing is what is agricultural green innovation system?What is the performance level of green innovation system in China? Is the regional "green" and "innovation" development of agriculture in all regions coordinated? What are the differences and trends of green innovation performance in different provinces? Does it have spatial convergence? However,the study of "green" and "innovation" in the process of studying agricultural problems is rare.The theoretical and quantitative analysis of agricultural green innovation system is the weak point of research.Based on this,this paper takes agricultural green innovation system as the research object,and the green innovation system of agriculture is defined as: the concept of green agriculture is driven to green technology innovation of agriculture as the foundation,to coordinate the development of agricultural environment,economy and society as the goal,to help save resources,reduce pollution and creative activity the main agricultural economy promotion system.First of all,the papercombs the domestic and foreign related literature from the aspects of green agriculture,innovation agriculture and agricultural green innovation system,and analyzes and comments on it.Secondly,starting from the concept of green agricultural innovation system definition and related theories,divides the green agricultural innovation system into three subsystems: agricultural economic and social subsystem,agricultural science and technology innovation system and green ecological agriculture system,to build the measure of its efficiency indicators system.Finally,based on the results of agricultural carbon emission,green GDP andthe panel data from 2002 to 2013,using the three stage DEA model,evaluate the performance of green innovation system of agricultural Chinese 31 provinces and three subsystems,analyze the spatial distribution and time changes.The main contents are as follows: literature review and theoretical basis(Chapter 1,2),index system construction and data sources and processing(Chapter 3),performance level of subsystems and agricultural development model analysis(Chapter 4),agricultural green innovation system efficiency measure and spatio-temporal evolution(Chapter 5),conclusions and future prospects(Chapter 6).The main conclusions are as follows: first,the technical efficiency of the rural economic and social subsystem,the agricultural science and technology innovation subsystem and the agricultural green ecological subsystem showed an upward trend.Secondly,there is a large gap in the overall efficiency of agricultural green innovation in different regions,the highest efficiency of agricultural green innovation in the west,the second in the eastern and central regions,and the lowest in the northeast.Thirdly,in the agricultural green innovation system,the optimization of infrastructure,the frequent occurrence of natural disasters and the increase of economic development are beneficial to the investment and rational allocation of government funds,which is conducive to the improvement of agricultural green innovation efficiency.Fourth,the efficiency of agricultural green innovation 2002-2013 generally did not show aobvious ? convergence and divergence trend in China.The efficiency of agricultural green innovation in the whole country,eastern and western regions tends to be ? convergent at 3.4%,6.2% and 13.8%,and no absolute? convergence trend in central and northeast china.Tthe gap between the eastern and western provinces gradually narrowed,the backward areas to catch up with the developed areas.
