| Since the Fifth Plenary Session of the 18 th CPC Central Committee put forward the new development concept of "innovation,coordination,green,openness and sharing",green development has pointed out the direction for innovation drive,and strengthening innovation drive has injected strong power into high-quality development.Innovation drive and green development have become an important symbol of regional high-quality development competitive advantage.Traditional innovation activities pay more attention to the maximization of economic benefits of innovation and ignore the conservation of resources and environmental protection.Regional green innovation,as the combination of innovation driven,green development and coordinated development,is an important driving force to promote the development of regional green economy and the key to break through the constraints of resources and environment and promote regional high-quality development.Therefore,based on the green development concept of resource and environmental constraints,it is of great significance to effectively measure and evaluate the regional innovation efficiency,comprehensively analyze the characteristics and driving factors of regional innovation development,and explore the path to improve the efficiency of regional green innovation for the realization of regional high-quality green development.Based on the theories of green development,regional innovation and new economic geography,this paper defines the connotation and characteristics of regional green innovation efficiency,and constructs a regional innovation efficiency measurement system including energy consumption and environmental protection.Based on panel data of 30 provinces in three major regions in Chinese mainland from2002 to 2017,the green innovation efficiency of the whole and the three regions in the East,central and western regions is measured by using the Super-EBM-GML model.The spatial and temporal characteristics,driving factors and evolution trend of regional green innovation efficiency are studied by using the methods of spatial Markov chain,spatial exploratory analysis,spatial econometric analysis and convergence analysis.The details are as follows:(1)Considering the constraints of resources and environment,in order to effectively measure and evaluate the regional innovation efficiency,this paper constructs the evaluation system of regional green innovation efficiency,and uses the super-EBM-GML model to measure and analyze the regional green innovation efficiency.Based on the relevant research of green innovation and regional innovation,this paper defines the connotation and characteristics of regional green innovation efficiency,brings the energy consumption and comprehensive environmental factors into the traditional regional innovation efficiency measurement and evaluation system,and considers the invalid regional innovation factors such as R&D failure and achievements not being transformed.This paper constructs a super-EBM-GML model,which can eliminate the influence of factor input growth and make intertemporal comparison,calculates the green innovation efficiency,technical efficiency and technical progress decomposition index of 30 provinces from 2002 to 2017,and finds that the overall regional green innovation is affected by the change of technical efficiency and technical progress,and the total factor productivity of green innovation is the highest in the western region,The eastern region is the second,the central region is the lowest,and the central region has the most significant impact on regional innovation efficiency under the constraints of resources and environment.(2)In order to explore the interaction mechanism of regional green innovation in time and space,based on the measurement results of regional green innovation efficiency,using natural break point method,spatial Markov chain and exploratory spatial data analysis method,this paper analyzes the spatial-temporal pattern and evolution law of regional green innovation efficiency from two dimensions of time and space,It reveals the spatial-temporal pattern and evolution characteristics of regional green innovation efficiency.Based on the measurement results of regional green innovation efficiency,using the natural break point method,spatial Markov chain and exploratory spatial data analysis method,this paper analyzes the spatial-temporal pattern and evolution characteristics of regional green innovation efficiency from two dimensions of time and space.By using natural fracture method,the mean value of regional green innovation efficiency in different periods is divided into four types: low efficiency,low efficiency,high efficiency and high efficiency.It is found that the regional green innovation efficiency presents obvious hierarchical characteristics,and the spatial pattern of regions with high efficiency and low efficiency changes greatly from 2011 to 2017.Through the spatial Markov transition matrix,this paper analyzes the transfer probability of regional green innovation efficiency under different types of adjacent regions,and finds that the transfer of regional green innovation efficiency level mainly occurs between adjacent types,and the improvement of green innovation efficiency has a strong path dependence.Based on global autocorrelation and local autocorrelation,this paper explores the spatial correlation characteristics of regional green innovation efficiency,and finds that regional green innovation efficiency presents significant spatial correlation characteristics,and the global correlation is relatively stable.Local autocorrelation mainly forms two types of agglomeration: high high and low high.(3)In order to further explore the formation and evolution causes of the spatial-temporal evolution pattern of regional green innovation efficiency,this paper analyzes the driving mechanism of the internal and external elements of the regional green innovation system,constructs the influencing factor analysis model and change trend convergence model of regional green innovation efficiency under the spatial effect,and makes an empirical analysis of the influencing factors of the national overall green innovation efficiency and the three major regions of the East,the West and the East,and explore the influence of spatial effect and influencing factors on the convergence of regional green innovation efficiency.This paper empirically analyzes the effect of internal and external factors of regional green innovation system through the Durbin model under the double fixed effect of time and space,and finds that R&D scale,human capital,technology,industrial structure,and economic extroversion are the main factors affecting the efficiency of regional green innovation.Through the analysis of the change convergence trend of regional green innovation efficiency,it is found that after considering the spatial effect and influencing factors,the convergence speed and convergence cycle are relatively faster and shorter.The R&D scale,human capital,economic development level and government support play a significant role in promoting the convergence of regional green innovation efficiency.Based on the above research results,this paper discusses the main problems in the development of regional green innovation,combined with the "Five-Year Plan" objectives of regional development and innovation in various periods in China,and learning from the experience of international green innovation policy,puts forward the path to improve the efficiency of regional green innovation.Green innovation should start from the overall regional development strategy,coordinate the allocation of regional innovation resources under different economic development levels,strengthen the exchange and cooperation of regional knowledge and technological innovation,further improve the regional green development policy system,enhance the overall efficiency and operation efficiency of the regional green innovation system,and promote the coordinated development of regional high-quality green. |
