The Management System For Emergency Of Supervision Over Luggage And Postal Parcels

Customs supervision and control over luggage and postal parcels has a complicated working content, meanwhile, its legal basis is lagging behind and it also lacks of regulatory power.With the expanding of business and an increase in non-traditional functions,emergency events on postal control happened frequently, and had greater impacts. However,Customs hasn't established a special emergency system for these emergency events.This paper points out the characteristics of Customs supervision and control over luggage and postal parcels and the difficulties it faces and analyzes the types and features of the related emergency events. Through the study of the solutions to these emergency events,we can sum up experience and look for shortcomings according to our realities and advanced experience of other countries. In this way, the emergency system for emergency events on luggage and postal parcels will be proposed.
